Description前清淡水關稅務司官邸.jpg	中文（臺灣）：台灣洋關之設立，源於咸豐8年（西元1858年）天津條約簽訂被迫開放通商口岸。咸豐10年（西元1860年）簽訂北京條約，英、法、美、德等國相繼而來，派領事、劃租借、建棧房、設洋行。第二年英國首任駐台副領事郇合抵達台灣，同治元年（西元1862年）淡水設關籌備工作就緒，7月18日滬尾設洋關正式開市。爾後以多收洋藥稅款為由，增設口岸，於是雞籠、打狗、安平、陸續開港設關，以淡水為本關，總理全台關務。到同治4年（西元1865年）台灣南北一共開放四個口岸，設置四個海關，名義上滬尾和基隆和稱淡水關，打狗和安平和稱台灣關。1862年7月18日開關征稅時，以滬尾水師守備署作為稅關新址。滬尾海關公署，即滬尾水師守備舊署。區天民以海關監督身分主持關務，淡水開埠設關，全由中國人管理，但到了同治2年（西元1863年）10月1日後就不一樣了，改派英國人侯威爾（JohnW.Howell），擔任副稅務司後，名義上以海關監督為主，外籍稅務司為輔的管理體制，實質上稅務司掌控了洋關的行政與稅務大權。 淡水海關既設，海關公署遂成為中國官宦進出滬尾暫時休憩招待之所。淡水海關署有洋人副稅務司與若干洋人關員，早期賃屋而居，但非長久之計，而他們不便也不願與華人混居，於是有官邸宿舍興建之舉，即淡水前清總稅務司官邸之由來。 This is a photo of a monument in Taiwan identified by the ID 直轄市定古蹟
