All the 219.64.0.0/16 ip's are from the same dynamic dialup ISP, Videsh Sanghar Nigam ltd, Mumbai India. All except 219.64.151.135 have multiple RBL listings, leading me to think it's a dynamic proxy. A 219.64.0.0/16 range block should take care of it. —Crazytales  17:47, 18 June 2007 (UTC)

Hi. I'm a little unclear on the concept with this one:

1. I can get in trouble with my ISP for doing port scans, so normally I just list them here. I was so sure of this one, however, that I went ahead and scanned it anyway and port 80 appears open.
2. Even if it's not technically an "open proxy" open to the whole world, if it's a zombie computer that's open to just some of the whole world that are using it to spam comments across the Internet, send spam e-mails, attack Misplaced Pages, etc. -- isn't that pretty much the same thing? Shouldn't it be treated the same way? (See duck test).
3. Cross-wiki tracking these IPs' edits is most problematic. The only tool I know of is this one and it gives different results on different days.
4. Warnings are pointless. 4 warnings and only then giving a 24 hour block is even more pointless.
5. WP:AIV on small wikipedias? Some of these wikipedias are lucky to have an admin.
6. It's used by the same vandalbot-operator that has previously been confirmed here using numerous open proxies on multpiple continents to attack Wikimedia projects. (see duck test again).

There is no way to check, since we don't know what IP the proxy is behind at any given time. Protection seems the best option, a rangeblock if needed, on 4.245.48.0/21 and 4.245.56.0/22. (3072 IPs). Prodego 01:25, 17 April 2007 (UTC)
