Smart vandalism

Somebody thinks he's smart, vandalising articles (in this case Genseiryu) and then stating in the summary things like "Once again corrected the vandalism". This way he makes others look like the bad guys! I have corrected this back with an (rv) a few times already (so did some others) and also added a WIP template on it, because I am personally doing some work on it together with a friend. Still this fellow (name User:Peter Lee) keeps going on and even put a very disturbing message on somebody's personal talk page (User:Shinjitsu), telling him to "back off"... What to do with this guy?
