Johnston was the mayor of the town of ] for 25 years. He has a strained relationship with his son ], who left town many years ago only to return to pick up an inheritance from his recently deceased grandfather. Johnston's political rival is ], who won an election against him in episode 11 "]".

After the a nuclear bomb explodes in ], Mayor Green leads the effort to prepare for the worst, though several characters have called into question his leadership capabilities. During an evacuation to a ], his wife, ], discovers him unconscious in his office. He was treated at the shelter and appeared to regain consciousness, and the cause of his collapse was initially revealed to be a case of the flu. In episode ], he experiences severe septic shock, and as the episode ends, Jake and Eric are driving to another city to get the medicine he needs.

Little is known about Mayor Green's background, but in the pilot episode he states that he has lived in many cities and countries, indicating a background involving travel. In addition, in episode three, ], during a confrontation with his political opponent ], Mayor Green strikes him in the ] with a particular palm-strike that seems to indicate martial arts training at some point in his life. In episode five, ], Mayor Green is shown donning firefighter ], indicating that he is a firefighter, possibly a member of Jericho's Volunteer Fire Department. It is also revealed in episode 13 ], that as mayor he neglected some of his family duties in order to "better serve the town", in violation of a promise he made to his wife. This is heard when his son Eric mentions that he was not around to see him win the minor league at school, when he was in year 3. In episode thirteen the Mayor reveals that he was a member of the U.S. Army Rangers, and a combat veteran quite possibly during the ] given his age of 59.

At the end of the season 1 finale, Johnston is killed by a gunshot wound during a skirmish between New Bern and Jericho.
