Gerald Walpin (born September 1, 1931) is an American attorney he who served as the Inspector General of the Corporation for National and Community Service from January 2007 until June 2009, when he was discharged by President Barack Obama.
Early life and education
Walpin was born September 1, 1931, and graduated from the College of the City of New York in 1952. He attended Yale Law School, where he served as managing editor of the Yale Law Journal, graduating cum laude in 1955.
Career
From 1957-60, he served in the United States Air Force Judge Advocate General, with a rank of lieutenant.
Walpin was Chief of Prosecutions for the United States Attorney for the Southern District of New York for five years, after which he was senior partner and of counsel at the New York-based law firm Katten Muchin Rosenman LLP for over 40 years.
From 2002-2004, Walpin served as president of the Federal Bar Council, an association of attorneys that practice in the courts within the Second Circuit. He received the American Inns of Court Professionalism Award in 2003 for outstanding professionalism as an attorney and for mentoring younger lawyers.
In 2007, President George W. Bush nominated Walpin as Inspector General (IG) of Corporation for National and Community Service (CNCS), an independent Federal agency overseeing CONS and its service programs, which include AmeriCorps, Volunteers in Service to America (VISTA) and Senior Corps. After he was confirmed by the U.S. Senate, Walpin was sworn in on January 8, 2007.
He was suspended in June 2009 by U.S. President Barack Obama because Obama no longer had full confidence in him as the IG. The CNCS oversees AmeriCorps, the U.S. federal government program established under President Bill Clinton in 1993 which coordinates upwards of 75,000 new paid volunteers yearly with a budget US$250-526 million. Aa June 16, 2009 White House letter explaining the reasons for Walpin's removal said: "Mr. Walpin was removed after a review was unanimously requested by the bi-partisan Board of the Corporation. The Board's action was precipitated by a May 20, 2009 Board meeting at which Mr. Walpin was confused, disoriented, unable to answer questions and exhibited other behavior that led the Board to question his capacity to serve."
Many conservatives have contended that the firing could have been retribution against Walpin for being the lead federal investigator into Sacramento, California Mayor Kevin Johnson, an Obama supporter, allegedly misusing AmeriCorps funds in connection to Johnson's St. HOPE Academy. Johnson said "I've never talked to anybody in the Obama administration on this issue at all." Walpin had investigated the academy and the use of AmeriCorps funds forwarding the findings to acting U.S. Attorney Lawrence G. Brown who negotiated a financial settlement in April 2009.
