On 3 August 2009, a legal case was registered against Singh and his wife by the Anti-Corruption Bureau of Himachal Pradesh. The allegations were that they had breached the ] in 1989, when Singh was Chief Minister of the state. Virbhadra Singh , Template:Lang-hi(born June 23, 1934) is, as of March 2012, the Minister of Micro, Small and Medium Enterprises of the Republic of India. This is a cabinet position in the United Progressive Alliance government, led by the Prime Minister Manmohan Singh. He has previously held several national political offices and has also been Chief Minister of Himachal Pradesh state on five occasions, from 1983 to 1990, from 1993 to 1998 and from 2003 to 2007. He is a member of the Indian National Congress.

Personal life

Virbhadra Singh was born on 23 June 1934 in Sarahan, Simla, Himachal Pradesh. His father was Sir Padam Singh and Virbhadra was thus heir to the princely state of Bushahr. He succeeded to the position of king of the state at the age of 13 in 1947.

Singh was educated at the Colonel Brown Cambridge School in Dehradun and at Bishop Cotton School in Simla. Following this, he attended St. Stephen's College, Delhi, from which he obtained a BA Honours degree, and then pursued a post-graduate course at Delhi University.

On 2 June 1954, Singh married Princess Ratna Kumari, the daughter of Raja Jubbal Digvijay Chandra. The couple had a son and five daughters, of whom four daughters survive: Princesses Abhilasha, Jyotsna, Anuradha and Meenakshi. In 1985 he married Pratibha Singh, with whom he had a further son and daughter.

Outside of politics, Singh has involvement with various social and cultural bodies. A consequence of these interests is that he has been president of the Sanskrit Sahitya Sammelan and of the Himachal Pradesh branch of the Friends of the Soviet Union.

He is known as Gareevon Ka Maseeha in his home state because public grievances are heard by him directly and he maintains direct contact with the public.

National politics

Singh became a member of the Indian National Congress (INC) political party in August 1961, at a time when Indira Gandhi was its president. She had previously met Singh at his family estate and was favourable to him. Following a selection process involving several other candidates, he was accepted in December 1961 as the INC candidate for the forthcoming 1962 elections.

The election was a success for Singh, who fought the constituency of Mahasu and obtained a seat in the Lok Sabha, which is the lower house of the Parliament of India. He was the youngest member of that, the 3rd Lok Sabha. He repeated that success in the elections of 1967 and 1971, although in the latter election he was elected for the Mandi constituency because the admission of Himachal Pradesh as a state in the Union resulted in the number of constituencies being reduced from six to four. He was again elected from Mandi to the Lok Sabha in 1980. A further election from that constituency came in 2009, following his wife's success there in the 2004 elections.

While President of India, Sarvepalli Radhakrishnan was assisted by Singh, who acted as an aide-de-camp. Singh was granted the rank of Honorary Captain in the Indian Army by the president around this time. He was a member of the Indian Delegation to the General Assembly of the United Nations in 1976.

Between 1976 and 1977, Singh held the national office of Deputy Minister for Tourism and Civil Aviation in central cabinet. He was Minister of State for Industries between 1980 and 1983. From May 2009 until January 2011, he held the cabinet post of Minister for Steel. Since that time, and as of March 2012, he is a cabinet minister with responsibility for Micro, Small and Medium Enterprises.

State politics

Aside from his role in national politics, Singh has also been elected on seven occasions to the Himachal Pradesh Legislative Assembly. The first occasion was in a by-election in October 1983, when he was returned for the Jubbal-Kotkhai constituency. He won that seat again in the 1985 elections. Thereafter, he was elected from the Rohru constituency in 1990, 1993, 1998 and 2003.

Singh became the Chief Minister of Himachal Pradesh for the first time in April 1983 and held the post until March 1990. He was again appointed to the role between December 1993 and March 1998; and once more from March 2003. With reappointments within those years, this record amounts to him holding the office on five occasions.

Between 1998 and 2003, he was Leader of the Opposition in the state Assembly. He has also been president of the Himachal Pradesh Congress Committee from February 1992 to September 1994, and leader of the Congress Legislative Group. He had also been president of the State Congress Committee in 1977, 1979 and 1980.
