#'''FAILED''' to understand how dynamic IP address allocation works. Here in Europe. but particularly in the UK, all ISPs use dynamic IP address allocation. My ISP, British Telecommunications Ltd is the UK's largest ISP. When you log onto the internet, you are allocated an IP address. When you log off, the IP address goes back into the central pool. Next time you log on, you get a completely different IP address. There are quite a few users on Misplaced Pages who prefer to edit with an IP address and it is perhaps surprising how frequently, when I go to the Misplaced Pages site, but before I log into my Misplaced Pages account, there is a talk page message waiting for the attention of a previous user of the IP address. And there really is at least one IP user who edits technical articles, though we do not always see eye to eye. There are plenty from the same IP pool who edit in other unrelated areas.

You appear to have assumed that when you click the 'Geolocate' button at the bottom of an IP address user's contributions page, that the tool tells you the geolocation of the user who made the edits shown. It does not. The tool tells you the geolocation of the current end point of the tool's search for the IP address. If the IP address is still allocated to the user in question, then it will give you his location with a deliberately included error of up to 20 miles (the exact error distance is not known). If the IP address has been allocated to a new internet user, then you will get the location of the new ISP subsriber (and it can be anywhere in the country).

::The real kicker is that if the IP address has not been allocated to any subscriber, then the location that you get is the physical location of the ISP's IP address server. From your analysis, this server would seem to be located in Guildford in Surrey (which is why you got so many hits around this place - and had you bothered to check, I'm fairly confident that each of those IP addresses would have come up as unallocated). This makes sense because British Telecommunications's broad band internet service was first rolled out in Guildford. The other thing you need to know about the geolocate tools is that when you make an enquiry, both the target and source IP addresses are cached so that if you make another enquiry, you get exactly the same information (even if the IP address has moved meanwhile). This is to prevent anyone making multiple enquiries with the intention of working out where the centre of the reported locations is. How long the data is cached for is not known, but it is certainly days rather than hours.
