I can find no sources or maps to support the existence of this place, even assuming that the west longitude in the given coordinates is an error for the equivalent east longitude. There is a hill called Parma Ri in Lhasa, but that's not a village, and all the Web sources I can find for a Parma in Tibet seem to be based on the existence of this article. Google Maps China shows no such village in the neighborhood of 31°10′ N, 84°20 E.
