This is a non-exhaustive list of the world's most populous municipalities. A municipality in this case means an area controlled by a single local government; for example, a city.
Principle
Coming up with a list of the world's largest cities is difficult because "city" is defined differently in different parts of the world. In China, for instance, a typical prefecture-level city is much larger in area than a typical American city, and tends to include suburbs and even rural areas within its city limits. Therefore, comparing municipalities from different parts of the world can be misleading. The companion to this list, List of cities proper by population, resolves this by adjusting for these discrepancies to a degree. However, that method sacrifices the rigidity of the definition. The purpose of this list is to organize cities by population based on a very rigid definition. Understand that municipalities around the world vary in size and level of urbanization.
