Laura Owen (born Laura Smith, November 11, 1957) is a business executive and entrepreneur. She was the first woman appointed to serve as ].
Owen grew up outside of Philadelphia, PA. She attended Council Rock High School in Newtown, Pennsylvania, earned a Bachelor of Science degree in Business in 1979 from Delaware Valley College, and studied at the Sorbonne University in Paris. Owen was the first woman executive hired as part of an executive training program at St. Regis Paper Company. Owen worked for Stephens Inc. investment bank, in the 1980s.
In January 1991, she was appointed Secretary of Commerce by Governor Joan Finney.
She married former Kansas Lieutenant Governor Dave Owen in 1993. In 2002, they founded ICOP Digital, Inc., (NASDAQ: ICOP) a business which engineered and marketed mobile video and digital surveillance products. She served as President and Chief Operating Officer while David served as CEO. The company was acquired by Safety Vision in December 2010.
