By definition, the sun is due south at twelve noon local solar time. And as it happens the example you used of the summer solstice is one of the four times a year when the sun is due south at twelve noon by local mean solar time. Please stop trying to mention it in the 13 (number) article. I've removed your latest contribution to the article, not recalling that we've ever had a dispute over anything there before. Similar problems as before, though you did provide a source.
