Genlin, born Peng Hong Ling in Shanghai, China, is of Japanese nationality and is also known by his Japanese name Horiike Hiroshi. He is an entrepreneur, philanthropist, painter, and an activist for animal rights for dogs and cats. He is named as an Outstanding Alumni of Shanghai University and had also been a Honorary Board Member of the first and second terms to the Council of Shanghai University. He is also the founder of the World Dog Alliance.
Life
After graduating from the International Business School of Shanghai University, Genlin worked in the Nissho Iwai Corporation in Tokyo, Japan. He then founded Large Horse International (Group) Company Limited and Gree Air Conditioner (International) Company Limited in Hong Kong.
Genlin is committed to doing charitable work and promoting public welfare. He once promised that "90% of my personal property will be used for philanthropy, and 10% will be used for my family." He has made various donations to build schools, libraries and gymnasiums. He has also established a number of scholarships. In 1995, he founded the Peng Xin Chao Foundation in the name of his father in Guizhou, utilising the monies in the foundation to establish primary schools, middle schools, and libraries. He also founded the Genlin Foundation for the object of assisting the students of Shanghai University. Since 2007, the Genlin Foundation has set up the "Shanghai University Genlin Sports Elite Award Fund", the "Shanghai University Genlin Art Elite Award Fund" and the "Shanghai University Foreign Language School Genlin Education Fund". The foundation has also donated for the building of the Genlin Tennis Hall and has donated to conserve other historical buildings on the Shanghai University campus.
Genlin is named as an Outstanding Alumni of Shanghai University and have also been a Honorary Board Member of the first and second terms to the Council of Shanghai University. He was also invited by Shanghai University to teach as a visiting professor in the Shanghai Academy of Fine Arts.
Genlin's earlier paintings focused on abstractionism. His more recent oil paintings, in line with his activism for animal rights, mainly featured dogs and have been exhibited by the World Dog Alliance during Dog Lovers' Day.
Animal rights activism for dogs and cats
In 2013, whilst on a visit to his father's birthplace Guizhou, Genlin saw to his surprise that dog meat was marketed as a local delicacy to attract tourists. It was then that the ambition to outlaw consumption of dog meat germinated for Genlin. On 12 December 2014, he founded the World Dog Alliance where the object of the World Dog Alliance was to advocate for and to bring about "express legislation against dog meat consumption" around the world and to advocate for the garnering of international support to the "International Agreement to Prohibit the Eating of Dogs and Cats".
In order to expose the cruelty of the dog meat industry to the world, Genlin commissioned and directed the documentary "Eating Happiness", and personally travelled with a film crew to Korea, Vietnam, Thailand and China to record and report upon the situation of the dog meat consumption industry in those countries. The documentary was released on 2 October 2015. The truths recorded in the documentary paved the way for Genlin's campaigning work against consumption of dog meat in the decade that followed.
Under Genlin's leadership, the World Dog Alliance have successfully campaigned in various countries around the world, working with legislators and making donations in aid of and contributing to the proposal and passing of legislations in various jurisdictions and countries expressly banning consumption of dog meat.

Genlin was however also of the opinion that examples could and should have been made by a Western power as a declaration of stance and taking of a leading position. Genlin hired 3 lobbying firms in the US to call on Congress to introduce and advocate for legislation to ban consumption fo dog meat in the US. The World Dog Alliance further placed full page advertisements in major newspapers such as the Hill to garner further support.
The joint efforts of Genlin and lobbyists succeeded in convincing Republic Congressman Jeff Denham to include a ban on dog meat consumption into the 2018 Farm Bill passed on 12 December 2018 in the House of Representatives. The bill obtained bipartisan support, notably from Democratic Congressman Alcee Hastings, who had earlier co-sponsored a separate bill to Congress (H.R. 1406 - To amend the Animal Welfare Act to prohibit the slaughter of dogs and cats for human consumption) to ban consumption of dog and cat meat but did not succeed in garnering enough support for a standalone bill on animal rights. The 2018 Farm Bill was successfully passed alongside with other agricultural and food policies. In 2024, the US further passed the "US Appropriations Bill 2024" which included language reflecting the International Agreement to Prohibit the Eating of Dogs and Cats as part of its section 7048, requiring the Secretary of State to brief the Committee on Appropriations on steps taken by other countries and the prospects of, and support for, addressing banning consumption of dog and cat meat as part of an international agreement. The International Agreement to Prohibit the Eating of Dogs and Cats was conceived by Genlin and the World Dog Alliance with the help of Congressman Jeff Denham in 2019. The inclusion of the International Agreement to Prohibit the Eating of Dogs and Cats into the 2024 Appropriations Bill was brought about by 5 years of campaign work behind the scenes. Two letters were written by Congress, which were driven and supported by the World Dog Alliance in 2020 and 2021 to President Trump and President Biden respectively. In August 2023, the World Dog Alliance arranged for ten members of the US Congress to write to the President of South Korea, Yoon Suk-yeol, which heralded South Korea's legislation of the special bill five months later. The special bill to ban dog meat was ultimately passed by the South Korean parliament on 9 January 2024. After the passing of the special bill on 9 January 2024, Genlin personally met with former President Moon Jae-in in August 2024 to celebrate the legislative success. Genlin was later honoured by the Korean National Assembly in September 2024 for his and the World Dog Alliance's contributions to the country's drive to legislate against the consumption of dog meat. |

In 2007, Genlin purchased a mansion in Malibu, Los Angeles County, United States. Later he noticed the actual area was one-third less than which promised by the agency of the seller. In 2010, he sued the agency of the seller and the real estate agency.
Achievements
- In January 2018, Genlin was named as an Outstanding Alumni by his alma mater Shanghai University.
- In October 2018, he was awarded the "International Dog Lover Award" by a parliamentary animal rights organization in Italy (issued by Michela Vittoria Brambilla, a member of Chamber of Deputies (Italy)).
- In September 2024, Genlin was honoured by the National Assembly of South Korea for his contributions to South Korea's legislation to ban dog meat (awarded by National Assembly Members Ms Han Jeoung-ae, Mr Li Hun-seung and Mr Park Hong-keun.)
