:TPS -- @], fwiw, I can empathize as I feel like some articles that are ''consensus required'' have had an editorial freeze put on them. This seems like it's by design though, and would suggest perhaps editors try and seek out lifting that restriction before attempting to do such a large rewrite/refactor.
