I suppose it could be construed as 'subtle vandalism', and that is possible, but going from none to a four should only be done when banning needs to be done ''imminently'' - like if the editor is utilizing automated tools to vandalise the wiki or whatever, and it needs to be stopped quickly to undo their vandalism.
