FYI, that is why I just noted that I had blocked his account indefinitely, rather than use the general "username violation" template which politely encourages the user to change the name or to open a new account under a different name. I believe a separate template is being developed for these blatant cases where we do not want to encourage the holder of an obviously bad-faith name to return with more of the same. It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
