October 17th was inaugurated as the '''World Day to Overcome Poverty''' in 1987 by Father Joseph Wresinski together with over 100,000 human rights defenders from all walks of life, who gathered at the Trocadero Plaza in Paris to pay tribute to the victims of hunger, violence and ignorance. On this day Father Wresinski unveiled the '''October 17 Commemorative Stone,''' a symbol of humanity, which enshrines his words "Whenever men and women are condemned to live in extreme poverty, human rights are violated. To come together and ensure that these rights are respected is our solemn duty".<ref>{{Cite web|title=Joseph Wresinski - the inspiration behind October 17th {{!}} Overcoming Extreme Poverty|url=http://overcomingpoverty.org/article/joseph-wresinski-the-inspiration-behind-october-17th|access-date=2021-06-18|website=overcomingpoverty.org}}</ref> To this date, there is a total of 53 replicas of the Commemorative Stone around the world.<ref>{{Cite web|title=Replicas of the Commemorative Stone {{!}} Overcoming Extreme Poverty|url=http://overcomingpoverty.org/article/replicas-of-the-commemorative-stone|access-date=2021-06-18|website=overcomingpoverty.org}}</ref> October 17 Commemorative Stone can also be found prominently displayed at the main entrance of the Council of Europe in Strasbourg, France as well as in the garden of United Nations headquarters in New York.

Since 1992, October 17th has been recognised by the United Nations as the International Day for the Eradication of Poverty (IDEP) to promote a dialogue and understanding between people living in poverty and their communities and society at large. “It represents an opportunity to acknowledge the efforts and struggles of people living in poverty, a chance for them to make their concerns heard and a moment to recognise that poor people are in the forefront in the fight against poverty.” (United Nations, Report of the Secretary General, A/61/308, para. 58)

The '''International Committee for October 17''' was launched in 2008 to promote the International Day for the Eradication of Poverty in its founding spirit and ensure that the voices of people with lived experience of poverty are heard and respected. The composition of the committee is unique with members including people with lived experience of extreme poverty and human rights defenders engaged in the fight against poverty.  Every year, the International Committee engages in a consultation process through the '''Forum on Overcoming Poverty''' to select a theme for the annual observance of October 17 by the UN with the input of people with lived experience of poverty.

October 17th is the day for people with lived experience of poverty to speak out without shame about their daily conditions, their struggle and their aspirations. It is a day for others to pledge our solidarity and action to end extreme poverty everywhere. Extreme poverty is not inevitable. It can be defeated like slavery and apartheid.
