This is the law regarding any images of the presidential archive. http://www.arquivonacional.gov.br/memoria/crapp_site/legislacao_presidentes.doc
In the begining on the "Chapter 1" "Art 3º" says tath "Any private documents of the presidents in the National Archive becomes public domain and is considered of public interest the archives". In terms the Goverment claims the copyright of the original photos but did not forbid any way to use the photos. ]
