:The email from NARA is incorrect. The statute on US government works being public domain is very specific. "A “work of the United States Government” is a work prepared by an officer or employee of the United States Government as part of that person’s official duties." It does not include works "accumulated" by the US government. That's overreaching by NARA. Also, the court cases you linked to relate to ownership of a tangible object, not the intellectual property rights underlying the work.
