City of License on TV stations is NOT always first. I urge you to look at youtube videos of station IDs. KPNX is in Phoenix but its COL is the suburb of Mesa. Its seen on TV as KPNX-TV KPNX-DT Phoenix-Mesa. WOI-TV in Des Moines has Ames for its COL. Its calls itself WOI-TV WOI-DT Des Moines-Ames. COL is much more relaxed with the FCC. As long as the COL has a city grade signal and top of the hour ID they are happy with that. Putting the anchor city below the station logo seems like more sense.
