Upskirt is a term used to describe images, enjoyed by voyeurs who like women, showing the view up a female's skirt or dress. Public exposure of underwear is considered taboo. There are many websites that promote this as pornography. Taking photographs of someone surreptitiously is an offense in some countries, but in others there are no laws to prevent this. This sort of photography is a form of sexual abuse and an invasion of privacy if it is done without consent. Proponents of upskirting point their fingers at the woman, asserting that she is "asking for it" by choosing to wear a short skirt, but this has never held up in any court of law when charges are filed against the perpetrator.
Some websites use models who get paid to pretend they are upskirt victims, but other such websites feature unaware women without their consent. While some believe these sites are degrading to women and the victims caught on film, the sites are generally considered to be "soft core", because of the nature of this kind of "pornography", though are illegal nonetheless.
An alternative form of this type of voyeurism are downblouse images - similar to upskirt pornography but with the intent of showing a woman's top half or cleavage.
The advent of cell phones fitted with cameras (aka camera phones) may be reason for a surge in these types of photographs on various websites.
In Japan, upskirt photography, called panchira in Japanese, is a crimal offense. A famous case was Kazuhide Uekusa, who attempted to peep under a high school girl's skirt with a hand mirror at the escalator of JR Shinagawa Station.
