Hello Steiner71 and a warm welcome to Misplaced Pages. As you might expect we do have quite a few articles on Holocaust topics already, including a list of Holocaust survivors which you may find interesting. We don't have an article specifically on people who returned to their home town, perhaps because it is not considered a particularly noteworthy phenomena? I'm not sure. With regards to your question about guidelines the two most useful pages for you to read would be Your first article and Five pillars which summarises Misplaced Pages's five core policies and guidelines; once you have read them the answer to your article vs. novel question may be clearer.
