Chief Mendez is one of ]'s underlings, working as a priest for Saddler's cult, Los Iluminados, in addition to his position as village chief. It is unknown whether he was the village chief prior to joining Saddler's cult or simply became corrupt when Saddler came to the village. Like most of Saddler's men, he has been implanted with a ] parasite, although his Plaga seems to have matured ahead of the Ganados', as it has taken over his entire body, including his ]. Mendez also wears a fake ] in his left eye socket (how he lost his original eye is never revealed). The fake eye has a code written on its iris, which opens the gate to ]'s castle. | |||
Shortly after Mendez's promotion to chief of the village, he befriended a man called ], who lived in a far off on an island past the famed Salazar family castle. Saddler knew that Mendez was a most trusted friend of ], castellan of the castle, and Saddler convinced Mendez to speak with Salazar about allowing the mining the ], which resided beneath the keep of the great castle. Saddler explained that the mining would be of much use to the village, and would put a great many people to work. After weeks of mining, the villagers and other miners finally reached the chamber which contained the Plagas. They continued through the chamber, successfully mining many samples from the underground caves of Salazar's castle. The mining had some terrible effects on the villagers before long. Many villagers became ] due to their exposure to the parasites, and soon enough, the entire village went mad, and were infected with the parasites. Outraged, Mendez ordered Saddler to stop the project immediately, but was met with much hostility. Meanwhile, Salazar, whose own denizens became infected, blamed Mendez for convincing him to allow the mining the samples. Salazar was so outraged that he openly attacked Mendez with a sword, gouging our one of Mendez's eyes. That eye socket was eventually outfitted with a glass eye. Mendez, meanwhile, kicked Salazar and he was thrown violently onto the marble floor and left for dead. After their fight, the insidious effects of the plagas, which had infected both, took over, and both were brainwashed with the parasite. Salazar was revived since the parasite allowed their hosts to heal with amazing speed. But even after he was under control of the parasite, Salazar would never forgive Mendez, and degraded Mendez's men at every opportunity. | |||
During Leon's exploration of the village, he finds several of Mendez's written notes, laying out his strategies against Leon and his agenda. Leon finally fights Mendez for the third and final time in a shed located on the very edge of the village. Leon manages to expose the parasite in Mendez's body after igniting him in fire by shooting a nearby oildrum. In his mutated form, the plaga grows into large proportions and replaces his ], taking a ]-like shape with tentacles growing from Mendez's backside. His fingernails are also lenghthened, which he uses to attack Leon. In this form, Mendez becomes a dangerous creature with abnormal vitality. After Leon defeats Mendez, he takes the fake eye from his corpse. | |||

It should be noted that Mendez bears a strong resemblance to Mr. X Tyrant from Resident Evil 2.
