Russell Mills (Born July 14, 1944 St. Thomas, Ontario) was the publisher of the Ottawa Citizen. He was dismissed in 2002 by CanWest Global Communications Corp. following the publication of a story critical of Prime Minister Jean Chrétien and an editorial calling for Chrétien's resignation. After he was dismissed he was became a Nieman Fellow.

In 2007 Mills was appointed chairman of the National Capital Commission, an organization whose secrecy he had criticised in the past.
