what do you mean with the above statement (which I find repeated several times)? The link you were referring to was neither spammed nor to "all sorts of wiki pages" nor does it have no relevance to those pages I added the link. Furthermore I checked with some Wikipedians, if it would be okay to add the link.
Serial Killer Crime Index indeed has relevance to articles about serial killers. I can agree, if you don´t think it is appropriate to specific articles on individual serial killers. I remember having added it to pages, where there is more detailed information on an individual serial killer.
As I don´t mean to spam, I would appreciate your explanation when adding external links is meant to be spam.

Maybe you oversaw that there is a language link on top of every page, where you can toggle languages (german/english).
