Thanks for looking at my CSD :). My interpretation of "substantial edits" was apparently too lax (I assume an edit like this already counts as substantial?) In your edit summary you said DR would be a good alternative. I guess you don't mean WP:DR (dispute resolution). I thought the options now are PROD or AfD.
