Clarification: July 2020 outage impact

Clarification in 2020 Outage:

Athlete users of Garmin wearables could not UPLOAD mileage, location, heart rate, and other data.

There was no impact on user devices, only their ability to interact with Garmin services. Hi (sorry am new to this) - there is a page that is an "orphan" - https://en.wikipedia.org/Garmin_BaseCamp - that I think would be correct to link from this page?
