I think removing the first <ref name=":0"> (used in a footnote and not currently called elsewhere in the article) and changing the second <ref name=":0"> to <ref name="Starr2021"> and its two callbacks from <ref name=":0" /> to <ref name="Starr2021" /> (all three in subsection Fatah involvement in Lebanese Civil War, second to last paragraph) would fix the error and avoid future refname conflicts but without a preview it's hard to tell.
