Usage
This template creates navigation box for a state's congressional districts.
{{USCongDistState | state= Illinois | dists= 26 | AL=yes | territory=yes | obsolete = The 20th – 26th and At-large districts are obsolete | abbrev=IL }}
If the state currently has (or once had but no longer has) an At-large district, then the field "AL" should be included with non-blank data.
If the state has never had more than one district (e.g. Alaska), then the field "dists" should be blank or 0 (zero) and the field "AL" should be included with non-blank data.
If the state had a territorial district, then the field "territory" should be included with non-blank data.
If the state name has more than one word, supply the "abbrev" field.
