Moldovans represent people of Moldova, either part of Romania or the Republic of Moldova. So in a more logical way to explain the meaning of the word Moldovan is to see a geographical or regional community of the people. Nowadays you can denominate a Russian Moldovan given the fact that he or she being a Russian but born in Moldova.
Relation Moldovan vs Romanian could be easely translated into relation Vlach(Timok Serbia)/Romanian, which ultimately refers to the same nation with different names in different regions.
