Wrestlers will portray a villain or a hero as they follow a series of events that build tension, and culminate into a wrestling match or series of matches. All wrestlers will be from the Raw, SmackDown, and ECW brands–a storyline division in which WWE employees are assigned to different television programs of the same name.
The main match heading into the Royal Rumble is the annual Royal Rumble match, which has been held at every Royal Rumble event since its inception. The match will feature 30 wrestlers from WWE's three brands; no participants have been announced for the match. The match is won by eliminating 29 of the 30 men. The way to eliminate a participant is to throw them over the top rope and have their feet touch the floor. The winner will get a World Heavyweight Championship match at WWE's April PPV event, WrestleMania XXV, by choosing from one of WWE's three World Championships: the WWE Championship, World Heavyweight Championship, or the ECW Championship.
The main rivalry on the Raw brand features John "Bradshaw" Layfield (JBL) challenging John Cena for the World Heavyweight Championship. JBL received the title shot against Cena after winning a Fatal Four-Way Elimination match on the December 29, 2008 episode of Raw by defeating Chris Jericho (Christopher Irvine), Randy Orton, and Shawn Michaels (Michael Hickenbottom).
Another featured match on the Raw brand is for the WWE Women's Championship between Beth Phoenix (Elizabeth Carolan) and Melina (Melina Perez). Melina won the chance to challenge Phoenix for the championship on the December 29, 2008 episode of Raw by winning a battle royal.
