Irish Tricolor??

Can anyone tell me why Blackwood's picture has an Irish tricolor above it? He is in no way associated with the Republic of Ireland, since he was born in County Down, the Irish Tricolor was an innovation in 1916, almost 90 years after Blackwood's death and he was a servant of the British Crown?
