- Arrondissement of Bobigny, (prefecture of the Seine-Saint-Denis département: Bobigny) with 17 cantons and 15 communes. The population of the arrondissement was 523,849 in 1990, and was 529,237 in 1999, an increase of 1.03%.
- Arrondissement of Le Raincy, (subprefecture: Le Raincy) with 13 cantons and 16 communes. The population of the arrondissement was 497,268 in 1990, and was 506,374 in 1999, an increase of 1.83%.
- Arrondissement of Saint-Denis, (subprefecture: Saint-Denis) with 10 cantons and 9 communes. The population of the arrondissement was 360,080 in 1990, and was 347,250 in 1999, a decrease of 3.56%.
