"Disputed Hamas administration" refers to the dispute within Palestinian society; the Fatah-PLO-PNA side has never accepted the administration as legitimate. Whether Hamas won free and fair elections is totally irrelevant in this context, since the elections were for the Palestinian Parliament, not for administration of the Gaza Strip, and in any case their term has long expired.
