Unambiguous WP:NFCC failure. As three separate images sandwiched together, it fails all tests for "minimal use": it's the equivalent of placing three separate images into the article. Martin H. tagged this as a copyvio of a Flickr image. The images are different in color, as the Flickr image is so dark that I doubt that this one could have been produced from it (e.g. the inside of the "o" on the building on the far high left is distinguishable, while on Flickr the inside looks identical to the outside), but there are so many other similarities that I'm uncomfortable declining and leaving it alone. Opinions, please, on whether this is more likely to be a Photoshopped version of the original or simply a different-but-similar photo of the same subject? Please don't speedy delete as copyvio, since I've just declined it, and please note that there are no other problems with this image: there's no reason to delete it if it can be established as different from the Flickr image. Look at the television antennas, which provide a good reference for the angle of the shot. Judging from the angles and positions, the two photos were taken from precisely the same spot. Since there isn't a zoom version available, I have to assume this is a crop.—Kww(talk) 11:40, 16 July 2011 (UTC)

Look at any individual leaf of the trees. This file is just cropped out and changed a little bit in color, but that does not make our uploaded the author or gives him the full copyright. The same applies to the other uploads, a PUF for File:Parroquia de San Francisco de Asis en Tepatitlan.jpg should follow or included here. Citing precedent set at Misplaced Pages:Files for deletion/2011 July 8#File:Caylee anthony.jpg, it is not necessary to show a non-free photo of the victim to understand the content of the article, per WP:NFCC#8. If this were a free photo, it would be perfectly fine to include a photo of the victim. However, since it is non-free, it must meet all ten non-free content criteria, and it would appear to fail one of them. SchuminWeb (Talk) 13:54, 16 July 2011 (UTC)
