During his two years in the office, A.S.Misharin was involved in numerous scandals and controversies, being regularly accused of mismanagement and corruption. In particular:
- A.S.Misharin lobbies a highly controversial project of high-speed train line from Ekaterinburg to Moscow. The length of the railway line is expected at ~2000km, thus such a train will travel for at least 7 hours, but most likely 10-12 hours. Cost estimates for the dedicated train infrastructure start at 50 billion USD ($350 per every Russian), not counting maintenance. 80 billion USD is another official estimation. Many commentators express doubts that the project will ever break even, mostly because of low traffic, high costs and unability to compete with air travel at greater distances.
- A.S.Misharin ran a campaign for cancellation of city mayor elections in all cities of the region. After some political perturbations, the campaign eventually succeeded, with some minor compromises (i.e. in Ekaterinburg, a "ceremonial" mayor is still elected, but the actual power belongs to an appointed official).
- In March 2011, even the luxury Mercedes-Benz car A.S.Misharin is riding was found to be bought in a dubious way. The regional prosecutor's office sued the regional government on that (unsuccessfully), while Mercedes-Benz RUS fined their local dealer for procedure violations.
- In April 2011, A.S.Misharin's PR person attempted to remove all controversial information from the Russian Misplaced Pages article for A.Misharin. As a result, the article was edit-protected.
- The Innoprom exhibition of 2011 was highly controversial, mostly because of its ballooned non-transparent budget. The total cost of construction is estimated to be in the range of 200 to 300mln euro, much more than the initially planned budget of 50mln euro. The difference is mostly attributed to the bad choice of site (it was a swamp). While the regional budget bore construction costs, proceeds from the exhibition went to a private entity. Regarding the exhibition itself, many commentators noticed it was quite light on the innovation side.
- Local and regional opposition figures claim A.S.Misharin embezzles funds from the regional budget using offshore companies. Namely, the Foratec group of companies (registered at Luxembourg) was previously known as a supplier of telecommunication equipment to RZD, later it became a railway construction contractor (thus closely following A.S.Misharin's career path). Once he became a governor, virtually overnight the company became a major regional road construction contractor. A high-profile Russian magazine published claims that the company simply withholds 20% of the budget, subcontracting the actual work to specialized companies. The scandal was amplified by the fact that Foratec is headed by a personal friend of A.Misharin who was previously found guilty of embezzling $16mln from RZD and sentenced to 3 years in jail.
