At the time I linked to it, the past bunch of edits since his few day hiatus were to ANI and/or harassment at an AE admin's talk page. The edits sort of spoke for themselves. You can also look at the actual underlying AE report for demonstrated evidence of disruption. A suspected sockpuppet

Hi, I'm suspecting that User:Ch1902 is a sockpuppet of another user, I reported him here, but apparently I am not allowed to report him directly since I'm under a topic ban. Could you please either check if his IP is the same as another user's IP or report him for me? Thanks-- Someone35  17:54, 12 December 2011 (UTC)

I'd suggest that if you can't open an SPI on a particular editor because you're under a topic ban, then possibly you can't post here about it either. However, I'll note that it was suggested here that you contact AGK about this - perhaps Sean.hoyland meant that you should do so by email.
Regardless of topic ban being relevant or not, a clerk has looked at the SPI you opened, and hinted that it will be declined unless there is more evidence. (I have no opinion on whether AGK should or should not checkuser the editor in question.) If you do want to provide more evidence, email to someone is probably better than further editing the SPI case yourself. --Demiurge1000 (talk) 03:59, 13 December 2011 (UTC)
