==Plot Summary==
Bill Gillespie is still in ]. During Gillespie's absence, the city council creates some controversy when it names Tom Dugan as acting chief of police.

In the meantime both Dugan and Tibbs try to catch a ] ]. The case takes a tragic turn after someone dies in one of the fires set by the arsonist.
