| Hello friend, I think you are having some misunderstanding. Melanie hasn;t said that IP users should not edit, and as you know IP users are already restricted from creating articles on mainspace since 2004-5. She is saying that new registered users should do some editing and spend sometime before creating articles, as you know, it is reasonable that new users don;t understand how Misplaced Pages works hence they create unformatted, unreferenced articles which are tagged for speedy deletion.
