Senator Sherwin Ting Gatchalian (born April 6, 1974), commonly known as Win Gatchalian, is a Filipino politician. He was elected to the Philippine Senate in 2016. He was the representative of Valenzuela's first district from 2001 to 2004 and from 2013 to 2016; he also served as the city's mayor for three consecutive terms from 2004 to 2013.

Career

Senator Win Gatchalian is no neophyte to public service with his seventeen years of experience marked by integrity and a relentless drive to serve his countrymen.

A former award-winning mayor and congressman of Valenzuela City, he made the move from the local political arena to the national stage after winning a seat in the Senate during the May 2016 elections.

As Chairman of the Senate Committees on Energy, and Economic Affairs, respectively, his approach to running both committees has been united by a common theme— empowering consumers. The good senator has steered both committees in a pro-consumer direction, focusing on measures which will foster greater competition within critical industries, boost efficiency of services, and lower the costs shouldered by the general public.

To bring this legislative agenda to life, he has authored or sponsored several key measures, including the Recoverable System Loss Act, the Energy Virtual One Stop Shop (EVOSS) Act, the Philippine Innovation Act, and the Benham Rise Development Authority Act.

And then, of course, there’s education, the platform that propelled his rise in the polls during the 2016 election campaign. He has made good on his promise to pass legislation establishing a tuition-free scheme in state universities and colleges. The Senate has approved Senate Bill No. 1304, Affordable Higher Education For All Act, a consolidated version of Senator Win’s Free Higher Education Act, a landmark legislation that would make education within reach of deserving but under-privileged students.

Education

Win Gatchalian received elementary and secondary education from Grace Christian School before earning a degree on Finance and Operations Management at Boston University in 1995.

During his college days, he also underwent basic life support trainings as a member of the International Red Cross in Massachusetts, USA.

He also took 1-year language course on Mandarin at the Beijing Language and Culture University in China from 1995 to 1996.

Private Sector

Senator Win Gatchalian started to gain corporate experience in several blue chip companies after receiving his degree in Finance and Operations Management from Boston University in 1995.

From then until 2001, he worked at Plastics City Corporation as account executive and eventually as its chief executive officer (CEO).

At around the same time, Senator Win also worked as executive vice president at the Wellex Group, a diversified investments company.

His stellar management skills also brought him to oversee the management of the second largest airline company in the country as Air Philippines Corporation’s vice chairman and director from 1998 to 1999.

He then took command of the entire operation as the president and CEO of Omico Mining Corporation, which primarily concentrated on oil exploration as well as mining trade from 1999 to 2000.

It was also in the same period when he helped make Waterfront Philippines Incorporated as one of the premier providers of world-class hotel for local and foreign tourists in the Philippines.

Public Service

Congressman

After a successful stint in the private sector as a top-level corporate executive, Senator Win took the challenge in government service. He was elected Representative of Valenzuela City’s first district to the 12th Congress in 2001, at the young age of 27.

Mayor

In 2004, he was elected Mayor of Valenzuela City. During his nine-year tenure as Mayor, he revolutionized governance in City Hall by instituting reforms which eradicated corruption, fostered robust growth in the local business sector, and significantly improved the provision of essential social services in education, health, and other key areas.

Under Senator Win’s professional and innovative style of leadership during three consecutive terms as chief executive, Valenzuela City was transformed from a sleepy factory town into a first class city—recognized by the Galing Pook Award as a Center for Innovations and Excellence in 2012, by the Philippine Chamber of Commerce and Industry, Incorporated as the Most Business-Friendly Local Government Unit in 2012, by World Bank as Business-Friendly City in the country in 2011, and by the prestigious National University of Singapore for innovations that made business transactions and tax collections faster and more efficient.

His distinct brand of leadership has earned him countless accolades, including The Outstanding Young Men (TOYM) Honoree for Public Service from the Junior Chamber International Philippines in 2011 and Manila 40 Under 40 International Development Leaders by the Development Executive Group (DevEx) in 2013.

Congressman

In 2013, Win returned to the House of Representatives to represent the First District of Valenzuela City once more. During the 16th Congress, Win became one of the foremost advocates of genuine education reform. He filed several key measures, including bills aiming to eliminate student hunger and malnutrition, empower teachers, and alleviate the growing financial burden on families imposed by the skyrocketing cost of education.

Public Service Record

His early years of corporate experience in transacting with various government agencies actually inspired Senator Win to become a public servant.

As a top business executive, he saw the need for government agencies to ease the burden on entrepreneurs, who want to expand their businesses, in order to boost local economy.

So when Valenzuela City’s lone congressional district was divided into two in 2001, he took his chance to run for public office and became the first representative of the first district in Valenzuela City.

As a member of the 12th Congress, Senator Win served as vice chairman for the House Committees on: Government Enterprise and Privatization, Trade and Industry, as well as Tourism until 2004.

From clinching his first congressional seat, Senator Win then moved on to serve as the mayor of 600,000 Valenzuelanos for three consecutive terms from 2004 to 2013.

With a degree on finance and management as well as solid experience working at top level positions in prime companies, he treated Valenzuela City as a brand name and ran it like a private corporation.

Governance

Just six months into his first term as mayor, Senator Win ended the city’s garbage woes and turned Valenzuela into an urban model of cleanliness.

In the aftermath of the devastation of Typhoon Ondoy (Ketsana) in 2009, he was able to help make Valenzuela City as the first city in Metro Manila to clear its 4,459.4-hectare land area of flood debris and rubbish.

Senator Win also streamlined and simplified government transactions in his bid to rein in corruption and to improve public service.

By integrating relevant technologies in government procedures, he was also able to improve tax collection and increase taxpayers’ confidence in local administration.

In fact, Valenzuela City’s revenues and income more than doubled from P900 million in 2004 to P2.1 billion in 2013. 

Infrastructure Projects

Senator Win made infrastructure development in Valenzuela a priority during his term, constantly improving city operations for both citizens and enterprises.

In 2008, he opened the government-funded P90-million Lingunan-Lawang Bato overpass to vehicular and pedestrian traffic. It linked the eastern and western portions of the city that had earlier been separated by the Northern Luzon Expressway (NLEX).

The construction of the 80-meter-long and 10-meter-wide bridge significantly eased traffic congestion along the narrow Canumay East Service Road and the NLEX’s busy Malinta Exit, and facilitated trade flow across the city.

He also oversaw the construction work of a new government complex, which strategically placed city offices and public service agencies in a single district. This included a new executive building, a finance center and the police headquarters. 

Education Program

When he was still the mayor of Valenzuela City, Senator Win launched a comprehensive educational program.

His WIN ang Edukasyon program prioritized the building of more than 2,000 classroom and distributing one million notebooks, lesson planners, and other teaching and learning materials every year since 2004.

At the same time, public school teachers were given regular city government-sponsored trainings and seminars on the latest in teaching methods and strategies.

In support of the national government’s Information and Communications Technology (ICT) program, he also distributed state-of-the-art computer laboratories to public high schools. 

Awards and Recognitions

Valenzuela City saw significant improvements and rapid growth throughout the three consecutive terms of Senator Win as its mayor. His exemplary leadership brought Valenzuela City the following prestigious awards from various government agencies and esteemed civic society groups:

2013 Champion of Health Governance Awardee

A brainchild of the late Department of Interior and Local Government Secretary Jesse Robredo, the esteemed Kaya Natin! Movement honored Valenzuela City with this award for having the most outstanding impementation of “Kalusugan Pangkalahatan” (KP) program under the Administrative Order No. 2010-0036 on the Aquino Health Agenda (AHA), and for displaying exemplary overall leadership in the area of health.

2012 Seal of Good Housekeeping, Bronze Category

This was awarded by the Department of Interior and Local Government (DILG) in recognition of Valenzuela City’s for placing 4th place in the Local Governance Performance Management System (LGPMS) among Highly-Urbanized Cities (HUCs) in the Philippines– particularly in the area of local legislation, development planning, resource generation, resource allocation and utilization, customer service, human resource management and development, as well as, in valuing the fundamental of good governance.

2012 Galing Pook Awards

Valenzuela City became a recipient of the Department of Interior and Local Government (DILG) – Local Government Academy’s Galing Pook Award in 2012 for its Simple, Spee and Service or 3S in Public Service Program, which has become the primary anti-graft and corruption platform of Valenzuela City’s that guarantees transparency in local government transactions.

2012 Most Business-Friendly Local Government Unit Award under Highly-Urbanized City Category

The Philippine Chamber of Commerce and Industry (PCCI) chose Valenzuela City as the most business-friendly city government for its outstanding efforts in instituting good governance reforms as a means to promote trade and investment not only for the benefit of the business community but also of the wide constituency, ensuring transparency and accountability.

2012 Most Outstanding LGU – Cooperative Development Office in the National Capital Region

In partnership with the League of Cooperative Development Officers of the Philippines (LDCOP), the Cooperative Development Authority (CDA) bestowed this award to cooperative development offices in Valenzuela City.

2012 Best Women and Child Protection Desk in the National Capital Region

The National Police Commission (Napolcom) gave this recognition to Valenzuela City Police for operating a help desk that most efficiently protects and promotes the welfare of women and children in Metro Manila for the year 2012.

2012 Best in Infant and Young Child Feeding Initiatives

The Department of Health (DOH)’s National Nutrition Council in the National Capital Region recognized Valenzuela City for offering an outstanding breastfeeding program and exemplary child nutrition advocacy in 2012.

2011 Business-Friendly Cities in the Philippines

The World Bank and the International Finance Corporation recognized Valenzuela City as one of the business friendly cities in the country. It ranked first out 25 cities in 183 economies that were nominated in guaranteeing “Ease of Registering Property,” fourth in providing “Ease of Starting a Business”, and sixth in ensuring “Ease of Dealing with Construction Permits” for the year 2011.

The Meralco Luminaries Award bestowed this accolade to Valenzuela City for being a shining example of good governance and public service. The recognition is given annually to honor outstanding organizations and groups in the country for their exemplary contribution in nation building and helping the country achieved world-class stature.

The Department of Health (DOH) conferred this award to Barangay Caloong’s Center for Health Development for its efforts to implement strategies in ensuring environmental sustainability under the Millennium Development Goals in Valenzuela City.

Number 1 National Achievement Test (NAT) Result for Elementary in NCR for SY. 2010-2011

For the school year 2010 to 2011, Valenzuela City topped the cities in Metro Manila in having the most number of elementary students to pass the National Achievement Test (NAT), which is annually administered by the Department of Education (DepEd) through the National Education Testing and Research Center (NETRC).
