Windows 9 was a version of Windows published before Windows 10. This version was however not a success and Microsoft buried it away and wanted it to be forgotten about. There is a way to get a very similar experience on Windows 10, which can be found on Google. The actual preview release date is very difficult to find, but it most likely was in 2015. Windows 9 is not the same as Windows 10 and Microsoft did not skip a version, they just buried it away.
