According to the last Soviet census of 1989, the population of Qubadli was 28,110. The administrative division of Qubadli district included 1 city, 93 villages, 31 administrative-territorial circles. There were 115 large and medium enterprises, 11 pre-school institutions, 56 general education schools, 1 technical vocational school, 4 hospitals, and medical institutions, 111 cultural centers. Unfortunately, above mentioned infrastructural objects were either destroyed or brought to inoperative conditions by unrecognized Artsakh government.

Qubadlı (also, Ghubat’ly, Koubately, Kubatlu, Kubately, and Qubadly), known as Vorotan by Armenians, is a town in Azerbaijan (de jure). However, it has been de facto controlled by the forces of the Republic of Artsakh since 31 August 1993, when it was captured during the Nagorno-Karabakh War.
