They say that (play) should not be required if it is redundant (i.e., if there is no possibility of confusing it with another work by the same author). It is only not redundant if an author, for example, wrote a novel and then adapted it as a play, or vice versa. I don't think it's different sets of guidelines at work, more an ambiguous phrasing in the guide that doesn't make the standard form clear.
