Captain Patrick M. McCarthy addresses the Guantanamo Bay Bar Association after being chosen to serve as its President.

Patrick M. McCarthy is an American lawyer and officer in the United States Navy. He was appointed Joint Task Force Guantanamo’s Staff Judge Advocate, its lead attorney, from May 2006 to Summer, 2008.
