Ingrid M. Vila Biaggi is a civil and environmental engineer, former sub-Secretary of Government of Puerto Rico, and the expected Secretary of Government for the government of Alejandro García Padilla. Vila holds a bachelor's degree in civil and environmental engineering from Cornell University, and a master's degree in the same field from Stanford University. Vila has also offered consulting services in project management to the Puerto Rico Aqueducts and Sewers Authority (AAA in Spanish).
