Florentino Velasquez, Floro Jr. (born November 5, 1953, in Manila) is a Filipino former judge who achieved notoriety after being suspended from the Philippine judiciary in 2006 due to mental illness. Floro made several statements that he was psychic and claimed to frequently communicate with LUIS, Arman and Angel, invisible duendes, a type of dwarf common in Filipino and Latin American mythology.

Early years

Florentino Velasquez Floro, Jr. was born at 1:00 p.m. of 5 November 1953, at UST Hospital in Sampaloc, Manila, Philippines. Floro is of Chinese Filipino ancestry. He was raised in a neighborhood of Calvario, Meycauayan. As practicing Catholic, he is a devotee of the Black Nazarene and a Mariologist.

Family

Floro's parents Florentino Carreon Floro, Sr. in Meycauayan and Milagros Geronimo (née Velasquez) in Binondo were married at Saint Vincent de Paul Parish Church in Ermita.On November 22, 1953, Vicente Carreon Floro was appointed baptism godparent or "ninong" of Florentino Floro who was baptized at Meycauayan Church 'Florentino Jose Floro, Jr.' by Rev. Fr. Cenon Bernabe, the 1955-1962 Parish Priest of Our Lady of Mount Carmel Parish Church (Pulong Buhangin).

From 1970 to 1992 Floro's eye grades - corrective lens was 325 - 275. In 1993, they were suddenly reduced to 175 –125 in just 6 months. In April, 2009, Floro's eye grades had plummeted to a record of: O.D. (oculus dexter) = -.25 - .25 astigmatism (myopia) O.S. (oculus sinister) = -.75 - .50 astigmatism (myopia). Finally they were reduced to 0-0 or perfect vision about 2011. On August 13, 2011, Nikon D3000 captured Floro's blue-green right eye (heterochromia iridum).

On March 1, 1996, Floro entered into a dalliance with archangels LUIS, Arman and Angel.

Education

Floro studied at the Vincentian Hills Seminary (Angono, Rizal) in 1971

Floro's primary education was by the Religious of the Virgin Mary. In 1969, he graduated elementary education in St. Mary's Academy of Meycauayan (former site circa 1960-1965), where his cousin Maria Floro and classmate Menardo Ilasco Guevarra (who underwent angioplasty in 2021) played and prayed.

Floro's secondary education was by the Vincentians in the Philippines (C.M.) and the Society of Jesus. Initially training to be a Catholic priest, he entered the St. Vincent's Seminary (now SM City Valenzuela) in Karuhatan (which was later transferred to Tandang Sora, Quezon City) in 1965, graduating from the secondary school in 1969 in Valenzuela City. Floro studied at the Vincentian Hills Seminary in Angono and Adamson University (1971) earning A.A. Philosophy. Floro's classmates include Gregorio Lapus Bañaga, Jr. (Provincial Visitor of the Congregation of the Mission's Philippine Province) and Marcelo V. Manimtim, C.M., Adamson University President. under their professor Rolando S. Dela Goza, first Filipino university president of Adamson University.

Floro from 1971 to 1974 attended the Ateneo de Manila University's Ateneo Loyola Schools, earning A.B. in Pre-Divinity (philosophy and theology). Floro excelled by topping the 2 days psychological testing (only 5 of 500 candidates were admitted in 1972 to the Jesuit Pre-Novitiate at Arvisu House, Jesuit Candidacy, Loyola Heights) conducted by Fr. Francis Parisi, an Italian Jesuit.

Floro studied basic and intermediate equestrianism in 1971 at D'Rossa School of Horsemanship under Bert Antipolo, former Dean of Equestrian Association of the Philippinesat Quinguia, Pinagkaisahan, Makati, beside Forbes Park.

Floro left the priesthood to enter law. On April 5, 1982, Floro graduated, receiving the silver medal and earned a Bachelor of Laws degree from the Ateneo Law School with Full Second Honors (85.11 % Quality Point Index). He made history by creating the 10 years unbroken record of 91% in Criminal law Review under Dean Antonio L. Gregorio. Floro placed 12th in the 1983 Philippine Bar Examinations with a rating of 87.55% (one of the hardest in bar history, where only 21.3% passed). Floro's Law School classmates include Ray C. Espinosa,Nimfa C. Vilches, Regina Ongsiako Reyes-Mandanas, Jerry Treñas, Maria Bertola "Betty" Dizon Medialdea, Chief state counsel Ricardo Paras III, Gil A. Valera,Cesar L. Villanueva, Melencio Santos Sta. Maria Jr. and Sedfrey Candelaria, inter alia. On May 8, 1984, Floro signed the Attorney's Roll No. 32800 at the Supreme Court of the Philippines and became a member of the IBP as lawyer on October 16, 1984. His Certificate of Admission to the Bar was signed by Enrique Fernando and Gloria C. Paras.

Career

Entrance into lawyering and judicial practice

Floro applied to the Judicial and Bar Council for judgeship post in Guagua, Pampanga. On September 17, 1995, at 10:00 a.m., while being interviewed by Judicial and Bar Council member, Jose C. Campos, Floro entered into a state of full spiritual trance, and predicted: "Justice Campos, the 3 JBC members, in 1996, will suffer major stroke-slow and painful death, heart attack or accident." Floro successfully passed the psychological testing by Melinda C. Grio and psychiatric assessment by Dra. Cecilia Villegas (Director III, Chief SC Clinic Services). Further, he confided off the record the 3 prophecy to Dra. Villegas, who forthwith alerted 3-termer Judicial and Bar Council Member, Atty. Teresita Cruz-Sison of Floro's stroke prediction. Floro, at that time passed the mandatory psychological evaluation by the Supreme Court of the Philippines' Clinic Services. Floro withdrew the JBC application due to Guagua major tidal flooding.

Meanwhile, at exactly 12:00 noon of Good Friday, 1998, having walked along the entire 2,164 meters San Juanico Bridge, Floro shouted-uttered his major prophecy: "ERAP will be the 13th unlucky President who will not finish his term ... and will be finished in political history of the Philippines ... while Jose de Venecia Jr. will loose the election." The written prediction with his own photo was first displayed at his Catmon, Malabon, Br. 73, RTC sala on December 8, 1998. The Second EDSA Revolution toppled Estrada after an aborted impeachment trial. He lost in the 2019 Manila local elections to Isko Moreno. At 1:00 p.m., Floro went to nearby Tolosa, Leyte beach to buy coral grouper. About 5 Visayans greeted him and stated that Floro had lived with them as their lawyer (ever since). Floro was surprised as he, on that Good Friday proclaimed bilocation power.

As foretold, the 1995 prophecy came to pass with impeccable accuracy in 1996. 3-termer JBC Member Atty. Teresita Cruz-Sison(November 11, 1926 – April 14, 2021) suffered stroke, while JBC Member Atty. Francisco "Tito" B. Santiago, husband of Consuelo Ynares-Santiago succumbed to heart attack at Baguio City, and Regino C. Hermosisima Jr. painfully fell on the Supreme Court stairs causing lingering illness.

On his natal day of November 5, 1997,Floro re-appliedwith the Judicial and Bar Council for the position of Regional Trial Court Judge of Gapan. His "gabays" or spirit guides, the 3 archangels, LUIS, Arman and Angel, called duende ordered him to cleanse the Supreme Court of the Philippines of political corruption. On June 22, 1998, Floro was interviewed by the Judicial and Bar Council Members. However, it rejected the second application after finding that Floro failed the mandatory psychological examination by the Supreme Court of the Philippines. The Clinic Services of the Supreme Court found "evidence of ego disintegration" and "developing psychotic process" based on the findings of psychiatrist Dra. Celeste P. Vista, M.D. (Medical Officer IV) and psychologist Ms. Beatriz O. Cruz (who submitted an I.Q. 68 for Floro). Regino C. Hermosisima Jr. told Floro that JBC 3-termer Member, Atty. Teresita Cruz-Sison influenced Dra. Cecilia Villegas as revenge against the Floro'a stroke prediction.

Due to his impressive academic performance, Floro was allowed to submit a second, more favorable psychiatric opinion from private practitioners. On September 8, 1998, Floro submitted the written medical certificates of expert court witnesses Makati Medical Center psychiatrists, Dr. Pacita Ramos-Salceda and Dr. Eduardo Laserna Jurilla, MD, FPNA, FPPA. The Judicial and Bar Council En banc granted Floro's appeal. C.J. Andres Narvasa joined the positive votes of Regino C. Hermosisima Jr. and JBC Member (21 July 1998 – 9 July 2002), Justice Alfredo Marigomen against the negative votes of Atty. Teresita Cruz-Sison and Amado Dimayuga.

On his 45th birthday (November 4 & 5, 1998), Floro was appointed Branch 73, Regional Trial Court Judge in Malabon-Navotas, Metro Manila (the youngest NCJR trial judge ever appointed). Floro took his oath of office before Joseph Estrada on December 8, 1998, and at the Supreme Court he signed the Judge's Oath before Bernardo P. Pardo. On November 13, 1998, Floro received a courtesy resolution from Artemio Panganiban - "Maligayang Bati." From December 5, 1998, the Philippine Judicial Academy under Ameurfina Melencio-Herrera conducted the Tagaytay Orientation Seminar for Newly Appointed Judges. Floro also underwent "The Immersion Program" (December 9, 1998 – January 11, 1999) under Branch 72, RTC, Malabon Judge Benjamin M. Aquino, Jr.

Judicial audit

Floro began work in November 1998 in Malabon. Floro announced his mission was to rid the Philippine legal system, particularly the Malabon-Navotas, in Catmon Halls of Justice of corruption. In March of the following year, Floro requested an independent judicial audit be performed. Floro also, on his first day of service, proclaimed his prophecy of the longest suspension in the Supreme Court of the Philippines. The Office of the Court Administrator, Alfredo Benipayo instructed the Audit Team under Mary Jane B. Dacara-Buenaventura to conduct an audit of his sala from 2 to 3 March 1999. The audit team found that Floro's behavior as a judge was considered unorthodox. Court proceedings included a reading from the Bible, after which he would answer questions on the day's Scriptures.

Claims

Floro made a number of bizarre claims, including:

On Fridays, Floro would change from his nontraditional blue robes to black, which he claimed helped him recharge his psychic powers. Floro's claims went on to garner world-wide attention.

Alfredo Benipayo submitted his own Report-Memorandum dated 13 July 1999 to then Chief Justice Hilario Davide Jr. recommending, among other things, the filing of an Administrative Complaint (A.M. No. RTJ-99-1460, "Office of the Court Administrator v. Judge Florentino V. Floro, Jr.") against Floro and that he be given another psychiatric examination. The case was referred to Retired Court of Appeals Justice Pedro Ramirez (consultant, OCA) for investigation, report and recommendation.

Preventive suspension (July 20, 1999 - April 7, 2006)

On July 10, 1999, JBC Member Retired CA Justice Alfredo Marigomen broke the news in front of Justice Regino Hermosisima, Jr. : "There is a circulating memo about your suspension ... you were accused of consulting dwarves, of conducting one hour incense rites before court sessions ...". "Reconcile with Atty. Teresita Cruz-Sison," said Hermosisima, Jr. to Floro. Barely 6 months from his inaugural session on January 5, 1999, the Supreme Court process server (at 4:45 p.m. of July 20, 1999) delivered to Floro a Supreme Court of the Philippines pink paper, writ of indefinite preventive suspension. By virtue of the Office of the Court Administrator Alfredo Benipayo's Memorandum of Suspension dated 13 July 1999, which contained the 13 administrative charges (the principal of which, is dwarf consultation in writing judgments), the S.C. Resolution dated 20 July 1999 was signed by Ponente Flerida Ruth Pineda-Romero (as her valedictory Ponencia) effective during the investigation against Floro, for a variety of reasons including:

"To The Hon. Judge Floro, 'Judge not that ye may be judged; for with what judgment ye judge, ye shall be judged. And with what measure ye mete, it shall be measured to you again. Martyr? Saint? or Judge? It's your choice!' ' In the hope that he will attain success and vindication by the Almighty.' Sincerely - Hermosisima, Jr."

On Christmas Eve of 1999 and 2003, Floro healed Regino C. Hermosisima Jr. at his home in Capitol Estates II, Batasan Hills. Justice Hermosisima bestowed twin handwritten notes (The Mote and the Beam Matthew 7:1-Matthew 7:2) to Floro.

On July 22, 2000, or exactly one year from Floro's July 20, 1999 suspension, fire destroyed Catmon, Malabon Halls of Justice except the salas of Floro and Bienvenido Reyes.

On August 8, 2003, 4:30 p.m., 2nd Floor, SC Centennial Building, Regino C. Hermosisima Jr. stated and affirmed to Floro regarding the mastermind of the July 20, 1999 suspension: "She (Atty. Teresita Cruz-Sison) Started it all!"

On April 5, 2005,the Court Noted and Granted the March 9, 2005 4-pages "Entry of Appearance cum Motion and Manifestation of Rene Saguisag, Chair of Movement of Attorneys for Brotherhood Integrity and Nationalism Inc. (MABINI). On June 7, 2005, the Court Noted Saguisag's 'Another Motion to Decide Case' dated 19 April 2005. Saguisag formally entered his Court "Appearance" as Attorney of record in collaboration with Gregorio M. Batiller, Jr. (Bar topnothcer, 91.4%, valedictorian, Ateneo de Manila University). Parenthetically, from August, 1999 until February 10, 2006, Floro personally visited (every First Friday) JBC Member Regino C. Hermosisima Jr. (thrice at his home and 60 times at his august chambers). Hermosisima, Jr. informed Floro on 2002, that his suspension case will not be resolved until the retirement of Hilario Davide Jr. on December, 2005.

Trial

Floro submitted a Verified Comment "Answer-Compliance" and moved for the dismissal of the case. At the trial he presented himself as his first witness and moved for the judicial disqualification of Retired Justice Justice Pedro A. Ramirez as investigator which was denied by the Supreme Court of the Philippines on 13 On 8 August 2000. Floro claimed and testified at the hearings that he is endowed with psychic powers, has the ability to inflict pain and sickness on people and that he was the angel of death.

Floro offered the testimony of ordinary witnesses a) RTC Malabon Court Officers - Fiscal Pacifico Flores, Fiscal Neptali Aliposa, PAO Lawyer Erwin Joy B. Gallevo, Legal Researcher Aina Talag Pascual and NCJR RTC Judge Edmundo T. Acuna (former Malabon Fiscal), b) Atty. Arsenio Reyes, Malabon Lawyer, and c) Judge Floro's neighbors-townmates Jocelyn Fernandez, Belen Gomez, Asuncion Borjal, Jovita Estrella, Dr. Ma. Nieves Celeste, M.D. and Danilo Cuarto. Finally, Floro offered documentary evidence consistingof his Selected Rulings, Court Orders and Decisions - January 25-June 1999, 442 pages, the 1, 927 pages of transcript stenographic notes (TSN), his Book 'Healing Judge', 229 pages, and Formal Offer of Evidence, Exhibits 1-67, 587 pages - total of 4,215 pages.

On 1 February 2006, Floro moved that the 7 cases he filed, be dismissed. On 14 February 2006, the Court granted the motion to dismiss.

SC Clinic psychological testing and psychiatric examination

The Court En Banc on 13 and 15 December 2000 directed Floro to "submit himself to the SC Clinic for psychological or mental examination." He sought reconsideration and inhibition of the Supreme Court Clinic doctors and psychologist. Floro also filed administrative cases against them for revocation of licenses before the Professional Regulation Commission, the Philippine Medical Association and the Psychological Association of the Philippines for gross incompetence and dishonorable conduct under Sec. 24 of Rep. Act No. 2382-1959 Medical Act-Code of Medical ethics. Luzviminda Delgado Puno, Clerk of the Supreme Court signed and promulgated the December 5, 2000 Contempt of court Resolution:

"WHEREFORE, it is respectfully prayed that respondent Judge Florentino V. Floro, Jr. be accordingly appropriately sanctioned for obvious contempt, conformably with the October 17, 2000 warning resolution of this Honorable Court. The Court agrees with the Investigator that respondent Judge has disobeyed the Court's two resolutions. His disobedience is clearly contumacious; it shows his gross disrespect to the Court and deliberate disregard and arrogant defiance of its lawful orders. He is again ordered to submit himself to the Supreme Court Medical Clinic for psychological and mental examination within ten (10) days from his receipt of a copy of this Resolution. Should he still refuse or fail to do, he shall be ordered arrested and detained at the jail of the National Bureau of Investigation (NBI) at Taft Avenue, Manila until he shall have submitted himself to the required examination."

Floro finally complied with the Order and submitted to testing by the Supreme Court Clinic's Francianina G. Sanchez, Clinical Psychologist and Chief Judicial Staff Officer, Dr. Celeste Vista and Supreme Court Senior Chief Staff Officer Rosa J. Mendoza, M.D.

Against the negative findings of the Supreme Clinic, Floro submitted favorable psychological evaluations conducted on 4 September 1998 by staff psychologist, Rowena A. Reyes as noted by clinical Psychologist, Ma. Teresa Gustilo-Villasor, Ph.D., RPsy, RPm, CCLP, CAsP, CSDP, Consultant of Metropolitan Psychological Corporationo (MPC), the written medical certificates of expert court witnesses Makati Medical Center psychiatrists, Dr. Pacita Ramos-Salceda and Dr. Eduardo Laserna Jurilla and the 3 January 2001 certificate of Eduardo T. Maaba, M.D. (December 10, 1945 – January 15, 2017). Floro finally offered the testimony of Jaime T. Licauco (San Beda University) expert witness who testified that Floro is mentally fit and the former judge's beliefs, as a Roman Catholic, aren't so unusual in the Philippine context. Floro also revealed that his duende friend LUIS did predict in Good Friday 1998, that then-Philippine President Joseph Estrada would be ousted from office and would be finished in political history. On February 27, 2001, Licaucotestified in the Supreme Court of the Philippines that Floro is the only Healing Judge in the world:

"I am not aware of any Judge whose healing ... As far as I know, you are the only that I have met who has this possession and doing healing."

On October 10, 2000, Floro testified at the Supreme Court of the Philippines trial before Retired Associate Justice Romulo S. Quimbo (August 4, 1982 – May 16, 1986): "that Erap will not finish his term on 2001, but will remain in power in 2000, and that the impeachment trial would be immaterial and irrelevant to his fate."

"Court: Justice Romulo S. Quimbo - Incidentally, what have you learned from your 'Gabays' will the President be impeached? Floro: This year, Your Honor, he will remain, but next year or before his term, he will not finish his term. What I do predict is that this year he will stay. But next year it's questionable."

In his November 15, 2000Motion to Decide the Case, Floro alerted the High Tribunal per handwriting prediction - "Erap will not finish his term!" Floro reiterated his June 30, 1998 and December 8, 1998, written prophecy which he uttered along the San Juanico Bridge on 1998 Good Friday: "Erap will be the 13th unlucky President who will not finish his term but will sign my papers and hold my hand!" On June 30, 1998, the Malacañang Palace music room chandelier fell from the ceiling missing Estrada 2+1⁄2 hours into his presidency: 'It's mysterious. What happened was very suspicious,' said Joseph Estrada.

Floro also testified that he predicted the stroke of Judicial and Bar Council member Teresita Cruz-Sison, the death of SC Associate Justice Sabino Roman De Leon, Jr. (June 9, 1932 – June 16, 2003) and the ouster of Justice Secretary Hernando B. Perez, his Professor in Ateneo Law School. As part of the investigation, Floro confessed he had conducted healing sessions in his chambers during break.

68 Motions to lift preventive suspension and to decide the case

From August, 1999 until February, 2006, Floro continuously filed not less than 60 Motions to Lift Indefinite Suspension and to decide the case (every First Friday at 3:00 p.m.) having furnished copies to all the 15 S.C. Justices at their august chambers. On bended knees, his spell of mercy and kindness were all merely noted without action by his Ponente Bernardo P. Pardo, Alicia Austria-Martinez, Conchita Carpio-Morales and Minita Chico-Nazario.

The 2002 and 2004 mystic journeys (5th and 7th) brought Floro to the ancestral house of Honorable Justice of the peace, Lucas Carpio, father of Ponente Conchita Carpio-Morales at Paoay, where she lived from her birth in 1941. Floro (self photograph) stood in front of Conchita Carpio-Morales' house pointing towards viewer with dire warning: "I told you so!" - "Mark my words!"

Floro (every First Friday at 3:00 p.m.) copy furnished the Motions with Paoay photos to Morales' chambers at her front desk. Umberto "Bert" Morales,her youngest son, as Chief of Staff, received and initialed more than 13 First Friday Motions of Floro.

On August 7, 2003, the Brion spouses sent Floro a signed letter of gratitude for the Manila Polo Club dinner hosted by the duende Judge who helped Justice Brion in the appointment to the Court of Appeals. On March 29, 2004: 16:59:21 – Antonietta Articona "Tonette" Brion texted Floro: "Art says see him thusday april 1 p.m. he believes your case will be resolved in 3 months." However, Tonette pressured Floro to conduct cartomancy-fortune-telling with Spanish card reading (to detect if Justice Brion was involved in gallivanting). The matter caused her to have traveled away to Ontario. Justice Brion was so angry that he told Floro, at point blank: "Nakakarating na kay Justice Corona ang mga predictions mo, galit sa iyo!" Despite all these dire events, the spouses Brions gave Floro, the December, 2006 personalized Christmas card duly signed by them. Such card was returned by Floro, cursing the Supreme Court of the Philippines reciting Psalm 73.

In 2004, Floro submitted to the Court the Letterof Fr. Joaquin Bernas, S.J. including the letter-appeals of his classmates Jesuit Provincial Fr. Romeo Intengan "Archie", S.J. and Jerry Treñas, President of the Philippine League of City Mayors. The March 1, 2004 Letter of Romeo Intengan and the March 17, 2005 Appeal of Joaquin Bernas to the Court, state:

"I humbly beg YOUR HONOR to render judgment in this case (of first impression in judicial history) based on compassion and kindness."

On August 10, 2004, the Court Notedthe July 30, 2004 Letter of Iloilo City Mayor Treñas. However, the Court, on December 6, 2006, denied for lack of merit these triple appeals.

The Office of the Court Administrator' Investigator, Retired Justice Pedro A. Ramirez, submitted the following recommendation:

"WHEREFORE, it is respectfully recommended that by reason of insanity which renders him incapable and unfit to perform the duties and functions of Judge of the Regional Trial Court, National Capital Judicial Region, Malabon, Metro Manila, Branch 73, respondent Florentino V. Floro, Jr. be REMOVED and DISMISSED from such office."

Judgment

After the August 1, 1999 retirement of ponente Flerida Ruth Pineda-Romero, Floro's case was unloaded to second ponente, Bernardo P. Pardo, who retired on February 11, 2002. The third ponente, Alicia Austria-Martinez received Floro's unloaded case after April 9, 2002. She unloaded the case to fourth ponente, Conchita Carpio-Morales. Morales, however, fearing the 3 duende, unloaded the case to fifth ponente, Minita Chico-Nazario.

On January, 2006, CA Justice Apolinario D. Bruselas, Jr. introduced Floro to Lucas Bersamin. In their 3 meetings, Floro begged for mercy and compassion. "Justice Nazario is favourable to you. She and I talked about your case, and she read your internet posts" said Bersamin. Floro candidly informed Bersamin of the biblical imprecation or curse (Psalm 73) upon the judiciary, and specifically added, is the curse upon Ateneo Law School classes 1982 and 1980 to 1990. Floro finally told Bruselas that Justice Nazario instructed both her private secretary Marisa and lawyer-staff Atty. Tolentino to inform duende Judge Floro that "she would never give audience to the jobless judge even after the case appeal is finally thrown by her in the waste can." On August 29, 2006, Floro made the ultimate plea to Atty. Rene AV Saguisag, Bruselas and Bersamin for – job, work, trabajo, occupation, justice and kindness. The trio denied jobless due to a pretend world Floro and his 3 duendes' ultimate plea for mercy.

On January 24, 2006, Floro (in the first of 4 meeting) and Leonardo Quisumbing discussed for 1+1⁄2 hours the duende case, including Gautama Buddha's meditation and the 'Light' that Siddhārtha failed to have seen. Quisumbing suggested to Floro that he may see Engr. Homer Ortega for a consultancy job.On bended knees, Floro pleaded:

"I told him only one thing: 'Awa, Parang awa, nyo na Po,' because, mercy and compassion are not accurate. I beg money from my brother, and the Justices are delaying my case!"

On February 9, Thursday, 2006, Justice Regino C. Hermosisima Jr. phoned Floro and invited the latter to the JBC Office. On February 10, 2006, at 3:30 p.m., Floro scolded and denounced Justice Regino C. Hermosisima Jr.’s having settled Floro’s case upon request of Ponente, Justice Minita Chico-Nazario (who approached Hermosisima, Jr. at a dinner), in view of the vengeance by Supreme Court Justices who were medically operated due to Judge Floro’s predictions. Floro recited the biblical curse under Psalm 109 and Psalm 73 against Hermosisima, Jr. and all the Justices up to the 4th generation, staining their bloods with the lights of LUIS, Arman and Angel. Regino C. Hermosisima Jr. told Floro:

"Minita Nazario is your Ponente.There will be no resinstatement! No! Not Dismissal J. Nazario will issue an Order, and you will have to choose between 3 proposals ... Let your lawyer Atty. Gregorio Batiller, Jr. not Atty. Rene AV Saguisag, tell you ... J. Nazario will personally talk to your lawyer, and thereafter, only, J. Nazario will release the Decision. Confidential ito, kasi, if CJ Panganiban knows of this, mabalewala lahat ito, you know ... It was Nazario who opened this up, to me, yesterday ... she is very favorable to you, and the 3 proposals are in your favor!" Wait for the Order. Ako lang kausap mo, bakit, sasali mo po ang iba, SUS...!"

By way of reply, Floro warned: "LUIS’ final message to Regino C. Hermosisima, Jr.: 'Mark my word!' You will regret it!" On February 18, 2006, Floro wrote and filed with the Court the "Confidential Letter to SC Associate Justice Minita Viray-Chico Nazario: Death Warrant Re: February 10, 2006, 3:00 p.m., at the JBC chamber of (Ret.) Justice Regino C. Hermosisima Jr.":

"After begging for his mercy, I asked Regino C. Hermosisima Jr. to submit in writing to the Court, that Atty.Tesie C. Sison caused my suspension and Justice Presbitero Velasco Jr. continued to delay my case. I cursed the days that I went to the chambers and house of Hermosisima, Jr."

In a landmark test case which is precedent setting in Philippine judicial history, and after Floro's 68 months of indefinite preventive suspension, the Panganiban Court on April 7, 2006fined Floro 40,000 pesos and removed him from his position, but with payment of three years back pay, allowances, and benefits.

The court did not find Floro guilty of gross misconduct or corruption but did find that his mental health indicated "gross deficiency in competence and independence". Floro was also not barred from application or admittance to government services which do not require the dispensation of justice. The court did not rule that Floro was insane, but did suffer from psychosis that impaired his judgement.

The 75-pages March 31, 2006 landmark decision, promulgated on April 7, 2006, by Court clerk En Banc Luzviminda T. Delgado-Puno (1940–2006), spouse of Reynato Puno, per Ponencia of Minita Chico-Nazario, in its ratio decidendi-dictum states:

"Equity does not demand that its suitors shall have led blameless lives. (Justice Louis Brandeis, Loughran v. Loughran, 292 U.S. 216 (1934), 78 L ed 1219, 1227, 54 S Ct 684). There is no indication that Judge Floro is anything but an honorable man. And, in fact, in our disposition of the 13 charges against him, we have not found him guilty of gross misconduct or acts or corruption. Thus, Judge Floro’s reference to psychic phenomena in the decision he rendered in the case of People v. Francisco, Jr. stick out like a sore thumb. Moreover, Judge Floro himself admitted that he believes in 'psychic visions,' of foreseeing the future because of his power in 'psychic phenomenon.' He believes in 'duwendes' and of dalliance with his 'dwarf friends LUIS, Arman and Angel.' He believes that he can write while on trance and that he had been seen by several people to have been in two places at the same time. He has likened himself to the 'angel of death' who can inflict pains on people, especially upon those he perceived as corrupt officials of the RTCs of Malabon. He took to wearing blue robesduring court sessions, switching only to black on Fridays. His own witness testified that Judge Floro explained that he wore black from head to foot on Fridays to recharge his psychic powers. Floro conducted healing sessions in his chambers during his break time. His removal from judicial service cannot be considered a penalty or legal punishment and he never lost all or part of his accrued benefits and he is not disqualified from appointment to any other public office including Government-owned and controlled corporations. Consequently, while Judge Floro may be dysfunctional as a judge because of the sensitive nature of said position, he may still be successful in other areas of endeavor."

Per the majority opinion, (Justice Nazario's ponencia) it was finally ruled:

"In fact, the psychological and psychiatric reports, considered as the bedrock of the finding of mental impairment against Judge Floro xxx and the reports contain statements-findings in Judge Floro's favor that the Court cannot overlook in all fairness as they deserve equal consideration. They mention Judge Floro's assets and strengths and capacity for functionality, with minor modification of work environment. Thus: a. high intellectual assets as a result of 'self-discipline and self-organization.' b. '(i)mpressive academic achievements' with 'no drastic change in his personality and level of functioning as a lawyer in private practice.' c. '(c)haracter traits of suspiciousness, seclusiveness, preoccupation with paranormal and psychic phenomena not detrimental to his role as a lawyer.' d. 'Everyday situations can be comprehended and dealt with in moderate proficiency. His concern for the details that make up a total field represents his attempts at being systematic and cautious.' e. '(e)quipped with analytical power.'."

The S.C. Justices tolerated Floro'sdecision to conduct healing sessions in his Judge's chambers, but when he started claiming to possess supernatural powers and the ability to foretell the future, after signing a covenant with his "dwarf friends," they took away his gavel and judicial robes. The high court dismissed Floro for the eccentricity after he admitted to consulting imaginary mystic dwarfs, Arman, LUIS and Angel.

The fallo of the landmark decision states:

"WHEREFORE, premises considered, the Court resolves to: 1) FINE Judge Florentino V. Floro, Jr. in the total amount of FORTY THOUSAND (P40,000.00) PESOS for seven of the 13 charges against him in A.M. No. RTJ-99-1460; 2) RELIEVE Judge Florentino V. Floro, Jr. of his functions as Judge of the Regional Trial Court, Branch 73, Malabon City and consider him SEPARATED from the service due to a medically disabling condition of the mind that renders him unfit to discharge the functions of his office, effective immediately; 3) As a matter of equity, AWARD Judge Florentino V. Floro, Jr. back salaries, allowances and other economic benefits corresponding to three (3) years; 4) DISMISS the charge in A.M. No. RTJ-06-1988 (Luz Arriego v. Judge Florentino V. Floro, Jr.) for LACK OF MERIT; and 5) DISMISS the charge in A.M. No. 99-7-273-RTC (Re: Resolution Dated 11 May 1999 Of Judge Florentino V. Floro, Jr.) for MOOTNESS. SO ORDERED."

Appeal

Minita Chico-Nazario (December 5, 1939 – February 16, 2022), the ponente of Floro's dismissal judgment

In May 2006, Floro filed a motion to set aside judgment against him followed by multiple appeals, which were all denied.

Floro on 30 June 2006 subsequently filed Supplemental Verified Motions consisting of three Partial Motions for Reconsideration submitting 7 legal grounds and a Verified Third Supplement dated 23 June 2006 arguing that the evidence presented against him in the form of the psychiatric evaluations were inadmissible. He further submitted that he should not be dismissed for his beliefs which are protected by Freedom of religion in the Philippines, fair procedure and due process.

The Panganiban Court stressed that its decision had nothing to do with Floro's beliefs in 'duendes' or the validity of that belief, but permitting him to continue as a judge would be harmful to public trust in the judiciary as a guardian of the law.

"They should not have dismissed me for what I believed," Floro told local reporters after filing his first appeal on May, 2006. "From obscurity, my name and the three mystic dwarves became immortal," Floro wrote in a letter to the court. Floro also informed the Court regarding his receipt of the amount of P1,180,325.80 pursuant to the Decision dated 31 March 2006.

S. C. Resolution of August 11, 2006

On July 7, 2006 – Hazel (maid of Justice Minita Chico-Nazario) gave Floro the house cellphonenumber, but Justice Nazario refused to let Floro come inside her house. Floro was told by Atty. Isobel Ma. "Bibing" Timbancaya Solis, private secretary of Justice Nazario that "she wants to see you some day."

The Fallo of the Panganiban Court Resolution of August 11, 2006, per Justice Nazario's legal opinion (Ponencia) states:

"In denying said motions, neither the etiology of Judge Floro’s belief in 'duendes' nor the validity of such belief is being passed upon. The psychological finding of mental unfitness, when taken together with Judge Floro’s claimed dalliance with 'dwendes,' poses a serious challenge to such required judicial detachment and impartiality and would eventually erode the public’s acceptance of the judiciary as the rational guardian of the law. His insistence on the existence of 'dwendes,' among other beliefs, conflicts with the prevailing expectations concerning judicial behavior and manifests a mental state that should lay to rest any doubts about his valid removal from office for lack of the judicial temperament required of all those in the Bench. WHEREFORE, premises considered, Judge Floro’s Partial Motions for Reconsideration as well as the Supplements thereto are hereby DENIED WITH FINALITY there being no merits. No other pleading, however denominated, shall henceforth be entertained by this Court.

The Court, in its judicial review, finally ruled that Floro's claimed dalliance with 'duendes' would eventuallymake the judiciary an object of ridicule.

S. C. Resolution of July 12, 2007

On August, 2006, The Standard's (Hong Kong's first English and free newspaper, the main local competitor of the South China Morning Post), Sam Chambers met Floro at the famous Hobbit House's in Mabini Street in Malate, Manila, amid a bottle of Australian shiraz. In an interview, Floro told Sam Chambers, that aside from his prophesy of Joseph Estrada's removal, he alerted the Court regarding the irreversible downfall of the 14th President Gloria Macapagal-Arroyo which would coincide with her physical hurting. Floro also argued in his appeal, that, a Philippine judge could become a millionaire within a month, since the starting price for any judicial decision being 50,000 pesos: "Court starts at 11 am; at 11.05 am (the judges) go for golf." In his judgment of the Court of Appeals of the Philippines, he stressed: "They say it is 85 percent corrupt. It is 100 percent corrupt." "One such blogger described Florentino as a Filipino X-Man for his efforts to rid the country's judiciary of corruption. However, Florentino admits to having a darker mission, avenging those who corrupt the legal system. This has led him to be dubbed an angel of death, a description he does not dispute," wrote Chambers. "Eight Justices who Florentino has deemed corrupt have all been struck with serious illnesses, three of them dying. He has, he confesses, been psychically 'inflicting illnesses' upon his tormentors, even going so far as to ensure one of them gave birth to a child with epilepsy," Chambers added.

Floro, in obvious disregard of the Court's directive not to file any motion, incessantly submitted several more voluminous pleadings invoking judicial activism in the appeal.

He argued that his life was changed on June 2, 1983 - the day his father, Florentino, Sr. died. He said it was on that night that the three dwarves LUIS, Arman and Angel appeared to Robert, his mild retarded youngest brother. "My brother, because of his innocence, can see them," said Floro, adding that the dwarves had bestowed his healing and psychic powers. "I am not a faith healer," he said, "I am gifted, as the number five seer, while Ferdinand Marcos is the number one, apparently," he added. His three sidekicks, or "spirit guides", take many different human and visible forms. LUIS is the "King of Kings" or "God's angel," Arman is a beautiful boy who, like LUIS, has wings and Angel is their sister. "LUIS communicates and uses his powers via violet and white lights," said Floro. "Angel" is the neutral force, "Arman" is a benign influence and "LUIS," as the "King of kings," is an avenger.Floro announced he would clean the judiciary amid his regular appearance on Philippine television. "They say your show will be taken off the air if you don't feature me more often," said Floro to Wall Street Journal's journalist, Mr James Hookway, who interviewed him.

On November 3, 2006, Floro filed his secondappeal and imprecation motion to clean the judiciary. Floro enlisted the help of dwarf-friends against the Court En Banc: "I will put a stain in their blood up to the 4th generation." What the Filipino dwarf judge stated is equivalent to "self-cherishing" as the fundamental concept of Buddhist philosophy on "how to enhance cherishing love." Floro proclaimed that he, himself is "gifted" from God 'to heal and to prophesy.' Floro said his three dwarf-friends—LUIS, Arman, and Angel—appeared to him and informed him that the high court justices would suffer their wrath for dismissing him, beginning midnight of November 5, 2006, the eve of his 53rd birthday:

"This is a first in our judicial history - the Philippines Supreme Court has never dismissed or removed a judge because of their belief in the paranormal or religion. Other countrys' constitutions provide for dismissal or removal of judges, jurists and magistrates because of graft, corruption or misconduct. Arman, LUIS and Angel's role is a never-ending fight against 'black' or evil; a spiritual battle - the Hierarchy of angels versus Lucifer. Right now Satan is winning, God is losing. All our leaders have 666 on their heads from the President down, the Supreme Court, everywhere. My mission is healing the wounds of the judiciary. It shouldn’t matter what I believed in, whether it’s Jesus, Muhammad, or LUIS, Arman, and Angel. Voting En Banc with full authority, LUIS voted negative, Arman conditionally positive, while Angel voted neutral. I will devote my entire life, Fridays, until my last breath, towards the fulfillment, execution, and coming to pass of this biblical curse. With absolute faith in LUIS, Arman and Angel – archangels of God, I will fulfill my destiny: spell and karma upon them, all their loved ones, up to the 4th generation."

The Philippine Star, inter alia, reported Floro's motion-prophecy:

"Makakaranas ng sunud-sunod na kamalasan at posible umanong mamatay isa-isa ang mga mahistrado ng Korte Suprema simula sa Linggo ng hatinggabi xxx ng pangatlong "motion for reconsideration" ni Judge Florentino Floro Jr. na inihain nito na naglalayong makabalik siya sa nasabing posisyon xxx magdaranas ng sumpa ang mga mahistrado ng Korte Suprema gayundin ang kanilang mga kamag-anak hanggang sa ika-apat na saling lahi xxx napagkasunduan ng tatlong duwende na sina Armand, Luis at Angel na nagpakita sa "en banc session" na nagalit sa hudikatura dahil sa pagtatakip ng mga ito sa katotohanan partikular na sa kanyang kaso. Magsisimula umanong matupad ang sumpa sa hatinggabi ng Nobyembre 5 kasabay ng ika-53 kaarawan ni Floro."

The fallo of the July 12, 2007 Per curiam landmark Resolution of the Puno Court in this test case which is precedent setting in Philippine judicial history, states:

"In this Resolution, We wish to remind Judge Floro that the Court cannot be swayed to modify or reverse its Decision xxx by numerous pleadings avowing ungodly reprisal as well as personal letters-telephone calls seeking audience with the latter xxx Otherwise stated, only meritorious arguments and substantial evidence can convince Us to modify or reverse our previous ruling. xxx NOW, THEREFORE, BE IT RESOLVED, as it is hereby Resolved, xxx the "ORIGINAL PETITION for Re-Opening of Judge Floro's Separation Case xxx are hereby NOTED WITHOUT ACTION and are ordered EXPUNGED from the rollo. It is hereby firmly reiterated that NO FURTHER PLEADING/S WILL BE ENTERTAINED in this case. Judge Floro is hereby given a WARNING that he can be held liable for indirect contempt should he persist in disregarding lawful orders of this Court and committing acts which tend to abuse, obstruct, impede, and degrade the administration of justice.SO ORDERED."

The Supreme Court justices ordered Floroto stop requesting a review of his case stating it had no reason to reverse itself on his dismissal and issued a warning that he can be held liable for contempt of court if he continued.

On January 4, 2008 and April 4, 2008, Floro filed the 'Blue Madonna Motions For the Enthronement of the Holy Eucharist with Consecration of the Virgin Mary under the title of Our Lady of the Philippines in the Supreme Court of the Philippines to End the Extrajudicial Killings and Fate of Lawyers and Journalists'.

However, the Puno Court, including Arturo Brion onJune 3, 2008 resolved to expunge from the rollo all Floro's filed Motions. Arturo Brion signed the Denial Resolution. Parenthetically, on August 7, 2003, Floro's classmate Antonietta C. Articona Brion and her husband Arturo Brion handed a note to Floro: "Thank you very much for the dinner (Manila Polo Club) you hosted in my honor. It was a very touching gesture that Tonette and I will always remember!" On March 26, 2008 Judge Carlos M. Flores was appointed Regional Trial Court Judge of Br. 73, Malabon, replacing Floro.

On February 5, 2010, the Supreme Court of the Philippines, undaunted by his threats of "ungodly reprisals,"scolded Floro and cited him for contempt of court. The Manila Standard reported that "it will throw the book at him if he keeps on badgering the Supreme Court justices with phone calls and pleadings."

S. C. Resolution of April 12, 2011

On April 1, 2011, Floro filed his nth Appeal consisting of a 69 pages "Verified Omnibus Supplemental Motion-4th Appeal for Reinstatement" - "The Prophet: Pinagpala, Powerful LUIS, Arman and Angel: A Friend from another Star; Jupiter and Osaka, Japan; Banana Justice: LUIS’ Violet and White Lights versus Evil-Hypocrisy, Greed, Lust for Money and Power, Anger and Vengeance." Further, he filed a 4 pages Supplemental Omnibus Motions – Part 1 and a 15 pages Supplemental Omnibus Motions – Part 2.Floro prayed to the Court:

"Accordingly, to Correct-Amend-Revise the cursed (under Psalm 109-Psalm 73) Decision and Resolutions (in these cases dated 31 March 2006, 11 August 2006 and 12 July 2007, respectively), to this effect: To Rectify, inter alia, the half-truths and falsities: a) that Judge Floro consults dwarves, LUIS, Arman and Angel in writing decisions, b) that Judge Floro is afflicted with psychosis, and c) that Judge Floro delayed these cases for 3 years, inter alia, and d) conditionally, to alternatively Grant this Resignation-Retirement Offer of Judge Floro, after full Supreme Court reinstatement xxx."

On April 12, 2011, the Corona Court En Banc promulgated a landmark Resolution (released on May 25)which Noted and Granted Floro's 69-pages "Verified Omnibus Supplemental Motion-4th Appeal for Reinstatement" dated April 1, 2011. Accordingly, Floro asked for a Court order of execution. On July 1, 2011 the Supreme Court of the Philippines received his "Letters-Motions to be paid 9 years back wages and Assumption to Office" against the De facto Judge Carlos M. Flores of Br. 73, RTC, Malabon-Navotas. However, the Supreme Court released the Resolution dated July 12, 2011, on July 22, 2011, which merely Noted Floro's Motion for Execution. On July 12, 2011, the Court merely Noted Floro's Letter dated July 1, 2011.

On October 7, 2011, Floro filed a Verified Motion to Execute the April 12, 2011 SC Resolution of Reinstatement.The Sereno Court, however merely Noted without Action Floro's Motion.

Aftermath

"At the same time, a series of unfortunate incidents have befallen the Supreme Court Justices or their families, including serious illnesses and car accidents," the American Bar Association (ABA), in its Journal, said. "Floro says the person to blame for the mishaps is one of the elves, 'LUIS,' a 'King of kings' who is an avenger. He told the newspaper that the elves help him predict the future, but he has never consulted them when rendering judicial decisions," the ABA added.

In an August, 2007 special interview, The Wall Street Journal's journalist James Hookway wrote on September 17, 2007, that "Mr. Floro, 54 years old, has become a media celebrity; he is now wielding his new clout to campaign for the return of his job -- and exact vengeance on the Supreme Court of the Philippines." Hookway added: "Even so, a series of dire incidents appear to have the nation's top jurists rattled; according to local newspaper reports, a mysterious fire destroyed the high court's crest in its session hall on January 16, 2007, and a number of members of the court and their close family members have developed serious illnesses or have fallen victim to car accidents."

Predictions: chronology

The Floro duende curse (also known as Sumpa ng 3 Duende or the LUIS, Arman and Angel curse) is a series of bizarre events, premature deaths, accidents, and other dire calamities involving the Judiciary of the Philippines, the Judicial and Bar Council and journalists of the Philippines, inter alia. The phenomenon's name references Floro's alleged imprecation which has primarily struck the Justices and Members of the Judicial and Bar Council, their children and descendants, but it has also affected family friends, associates, and other relatives. Mystic fires, accidents and lingering illnesses (cancer and stroke) have been the most common manifestations of the purported "curse". Following the S. C. Resolution of July 12, 2007, Floro is quoted saying "It is the ungodly reprisal of 'king of kings' elf 'LUIS', who is bent on cleaning up the Philippines' corrupt legal system, and who had taken vengeance."

The dwarf curse also refers to a series of supposedly related misfortunes that have plagued lawyers or Chief magistrates involved in the Duende administrative case, particularly Justices who have purportedly played the conspiracy roles in the cursed judgment. Unlike the Kennedy curse and Curse of Tippecanoe, LUIS, Arman and Angel curse has repeatedly been foretold in writing and videos by Floro. All of his Supreme Court Motions to Lift Suspension and To Decide the Case (1999-2006), including his Multiple Appeals (2006-2011), included, in no uncertain language, the detailed Biblical curses. Philippines mass media has repeatedly reported Floro's prophecy and recital of Imprecatory Psalms against all his tormentors.

Unlike the human experimentation-medical research by the German Angel of Death, Floro claims that his 3 duendes wield the supreme power to annihilate. Aside from claiming to be a "Juez de Cuchillo" ("Law of the Knife")clairvoyant, visionary and prophet with power of mystic levitation, Floro has purportedly used Winchester rifle, witch's broom, tabak, cymbopogon, balut, camote, lucis and calabaza, including the Justin Bieber dance against his detractors.

The "curse" is frequently associated with the Davide Jr., Panganiban, Puno, Corona, Sereno, De Castro, Bersamin and Peralta Courts including the Ponente, Minita Chico-Nazario who died on February 16, 2022. Her husband Rod Nazario underwent coronary artery bypass surgery in 2006 and died of lung cancer in September 2009.

A more prosaic explanation for the alleged 'curse' is that given the high number of people involved in the July 20, 1999 suspension and April 7, 2006 dismissal vis-à-vis the midnight of November 5, 2006 "Sumpa ng mga duwende" (the eve of his 53rd birthday) over the years, a number of significant misfortunes would inevitably occur, as they would do in any substantial sampling of random individuals.

Just five days after the Supreme Court of the Philippines released on April 7, 2006, the March 31, 2006 decision in these consolidated cases, unexplained series of car accidents, illnesses, surgeries and deaths had befallen upon Philippines jurists and lawyers. On January 11, 2011, Floro published in internet forum in coded prophecy (Quarter To Three, PinoyExchange & Forumopulis forums) the conditional scattered global destruction including disasters, earthquakes and accidents vis-à-vis the 1830 Miraculous Medal predictions, the 1917 Fatima Prophecy, the 1858 Lourdes warnings: LUIS, the Angel of Death from Jupiter & Osaka, the Violet Lights, Conversion of Atheists - and dire pains cited by the 1973 Akhita predictions.

On May 13, 2011, the Filipino dwarf Judge solemny cursed journalists and wrote "The Prophecy: Philippine journalists will continuously mourn because of the Mystic Curse of the 3 Filipino duendes LUIS, Arman and Angel." On page 57, that is, inserted as page 3 of the Verified Application of Floro for Philippine Ombudsman, he wrote the prediction:

"LUIS warned: 'Mark my word, they will regret it!' – May 13, 2011, 3 p.m. Magluluksang tuloy-tuloy muli ang mga Pilipinong Mamamahayag! (Philippine Journalists will continously mourn!)"

As of February 21, 2022, the Philippine News Agency, Rappler and Lawyers for Lawyers reported that "at least 66 judges, prosecutors, and lawyers have been killed since July 2016; 66 lawyers have been killed during President Rodrigo Duterte’s 5 years in power, compared to the 49 lawyers killed in the span of 44 years, from Ferdinand Marcos to Benigno Aquino III; at least 110 lawyers, judges, and prosecutors were killed in the Philippines from 1977 to 2021." Guihulngan, Negros Oriental Regional Trial Court Judge Mario O. Trinidad, was the 16th Filipino judge murdered, since 1999 (when Floro was suspended) as part of the extrajudicial killings and forced disappearances in the Philippines. The Integrated Bar of the Philippines said there have been 70 lawyers, prosecutors, and judges killed since 2016.

In the January 4, 2008 and April 4, 2008 'Blue Madonna Motions For the Enthronement of the Holy Eucharist with Consecration of the Virgin Mary' under the title of Our Lady of the Philippines in the Supreme Court of the Philippines, Floro claimed to have predicted the apocalyptic national disasters and tragedies based on the 1917 Three Secrets of Fátima and 1973 Our Lady of Akita warnings of 'terrible punishments greater than the deluge, such as one will never have seen before' (unless the Blue Madonna Consecration-Coronation Motion is granted). Incidentally, Floro's prediction of the dire disasters is also centered in his imprecation caused by his unjust dismissal.

Related lawsuits

Because of Floro's suspension and eventual separation from the Philippine judiciary, he filed multiple lawsuits having aimed for reinstatement after he was suspended on July 20, 1999.

On June 18, 2004, Floro filed a 27-pages intervention case in 'Aquilino Q. Pimentel, Jr. vs. Joint Committee of Congress to Canvass the Votes Cast for President and vice-president in the May 10, 2004 Elections.' On June 22, 2004, the Court per Reynato Puno dismissed the Petition. On June 7, 2004, Floro filed a 27-pages intervention petition, in the certiorari case filed by the opposition Koalisyon ng Nagkakaisang Pilipino (KNP) Davao City Rep. Ruy Elias Lopez, to stop a congressional committee-Joint session of Congress from canvassing the votes for president and Vice President. He asked the Court to declare a failure of elections and order the COMELEC to conduct special presidential elections. Floro also asked the Supreme Court to declare Noli de Castro as acting president, as Solomonic solution to the political crisis.

In March 2004, Floro asked the Court to grant his intervention case in the FPJ citizenship case. 'A suspended Malabon judge sought to intervene in the petition filed by Lopez in a taxpayers' class suit, as he asked the Court to declare a failure of elections and order the Comelec to conduct special presidential elections. In sum, with PGMA's actual margin of barely 3 percent and with 36 percent of the voters disenfranchised, for sure, the May 10, 2004 election is a failure, null and void, and never determined, politically, morally, statistically and scientifically the winner of the presidential elections,' said Judge Florentino Floro Jr. of Malabon RTC Branch 73. On February 17, 2004, the Court Noted Floro's intervention. Pinky Webb in the ABS-CBN News Channel talk show interviewed Floro who discussed FPJ's rights under the Convention on the Rights of the Child. The Court voted 8–5 and held that Fernando Poe Jr. is a "natural-born Filipino citizen and qualified to run". Floro was reported as "Espiritistang Judge Ididipensa si Da King." (Bagong Tiktik February 17, 2004) "Psychic Phenomena gagamitin sa FPJ Case." Manila Standard, on February 24, 2004, reported - "Poesition" papers were submitted by intervenor Judge Florentino Floro for FPJ, and by his classmate Victorino Fournier against FPJ for his disqualification.

On March 12, 2004, Floro, in his letter to Hilario Davide Jr. stated that 'Minita Chico-Nazario is destined by God to the 15th Supreme Court Justice' in the Davide Court. Floro intervened per a 24-page Nazario Petition Supplement and Manifestation in the landmark Certiorari, Prohibition and Mandamus case before the High Tribunal. Chico-Nazario' appointment was recalled. SunStar on March 12, 2004, reported: "Judge asks SC to let Nazario take oath and fill SC vacancy."

Floro filed a five-page anonymous administrative complaint of August 31, 2005 against Judge Victoria Villalon-Pornillos of Branch 10, Regional Trial Court of Malolos. On July 7, 2009, the Court En Banc dismissed her from service. On March 15, 2022, the Supreme Court dismissed Pornillos' petition for judicial clemency dated 5 October 2020. In a Resolution dated February 14, 2017, the Court earlier denied Pornillo's appeal.

On November 8, 2006, Hilario Davide Jr. filed his 2-pages Comment with the Commission on Appointments against Floro's October 6, 2006 Verified Complaint-Opposition for the scheduled December 6, 2006 Senate of the Philippines hearing. At the Senate of the Philippines, Floro challenged the legality of Davide, Jr.'s ad interim appointment as Ambassador-Permanent Representative of the Philippines to the United Nations. The Commission on Appointments bypassed the appointment. Frontline Pilipinas reported Floro's opposition-testimony at the Senate hearing of Decembe 6, 2006. Floro told Juan Ponce Enrile:

"Enrile: You talk to these dwarfs? How many dwarfs have you seen? Not more than 3? What are their names? Floro: Yes, Your Honor, but I do not consult them in making decisions. Their names are LUIS, Arman and Angel."

On 2014, Philippine General Hospital medical director Dr. Jose Gonzales said in a written report: "singly and collectively… pose a significant risk for life-threatening events on Enrile." September 16, 2015, Enrile was hospitalized at the Makati Medical Center for dengue fever.

On November 14, 2006, the Court dismissed Floro's Verified Complaint and Letter-Affidavit dated August 25, 2006 and Verified Another-Supplemental Complaint with Letter-Affidavit dated September 1, 2006 against Mrs. Marilyn Puno Santiago and Jasmin Mateo, sister and Executive Secretary, respectively of Reynato Puno. Floro alleges:

"Respondents Jasmin Mateo's and Marilyn Puno Santiago's formidable Lust for Power and Glory --- brought them not to the Land of Fantasy, not to Neverland, not to the Island of the Fairies, but to the Enchanted Kingdom of the 3 Mystic and Healing Dwarves --- They would try anything just to . . . They wanted to look inside the crystal ball of LUIS, Arman and Angel."

In January 2007, the Supreme Court of the Philippines dismissed with finality the August 30, 2006 disbarment administrative lawsuit filed by Floro against Chief Justice Hilario Davide, Jr., Justice Bernardo P. Pardo, Alfredo Benipayo, retired Court of Appeals Justice Pedro A. Ramirez, Ismael G. Khan, Jr., Atty. Thelma C. Bahia, Judge Benjamin M. Aquino, Jr., JBC Member Teresita Cruz-Sison, Judge Mary Jane Dacarra-Buenaventura, Atty. Esmeralda Galang-Dizon, and Atty. Mario E. Ongkiko. Earlier or on September 20, 2006, the Supreme Court of the Philippines' Third Division Dismissed Floro's Disbarment A.C. No. 7324 against Hilario Davide Jr.. Roberto A. Abad in September 2009 withdrew as counsel for Alfredo Benipayo in Disbarment case No. 6282. On February 9, 2010, the Court Noted Abad's Withdrawal as Counsel.

On March 13, 2007, the Court DENIED Floro's March 2, 2007 intervention in "Allan F. Paguia vs. Executive Secretary Eduardo Ermita and Hilario Davide Jr." It also dismissed the main case.

On March 29 and July 30, 2007, August 1 and August 8, 2008, Floro filed the disbarment complaints against CA Justice Romeo Fantone Barza and the Associate Justices of the Court of Appeals of the Philippines "The Dirty Dozen" with the Supreme Court's Office of the Court Administrator, Office of the Bar Confidant and Office of the Chief Justice. Floro accused the respondents of "gross misconduct, ignorance of the law, manifest undue interest, questionable temporary restraining orders and violations of the ethical standards and code of conduct." The "Dirty Dozen" are twelve Justices currently under investigation for corruption by the court's Ombudsman. On March 5, 2005, Floro filed a disbarment case against Barza. On May 27, 2005, Barza filed his Comment. On September 3, 2005, Floro filed a motion in the Barza Disbarment A.C. No. 6695 case to grant the Bernas-Intengan-Treñas appeals to decide Floro's case. The Court noted the complaint on June 19, 2007. On November 20, 2007, the Court DISMISSED Floro's Disbarment against Romeo Fantone Barza in A.M. OCA IPI No. 07-106-CA-J.

For non-payment of docket fees, the High Court, on June 5, 2007, dismissed Floro's intervention petition dated May 30, 2007, and his supplement dated June 1, 2007,in the Gregory S. Ong citizenship case, filed by former Senate President Jovito Salonga. Ong was dismissed from service by the Supreme Court in September 2014. But he was granted a partial clemency due to declining health.

On October 5 and November 8, 2007, Floro filed a disbarment and contempt of court case against Miriam Defensor Santiago "In the matter of the Allegations contained in the column of Mr. A.P. Macasaet Published in Malaya dated September 18, 19, 20, and 21, 2007." Floro asked the Court to grant his intervention case therein which included the alleged P 10 million Bribery - kickback against Consuelo Ynares-Santiago (who was defended by Judges). Floro filed a September 5, 2008 Motion for Reconsideration. On August 8, 2008, the Court held Amado P. Macasaet guilty of contempt of court. On November 13, 2007, the Court dismissed Floro's intervention case. On January 22, 2008, and on June 10, 2008, the Court Dismissed and Noted the Disbarment A.C. No. 7663 against Miriam Defensor Santiago. On January 7, 2018, Macasaet died.

On June 5, 2008, Floro's Petitons for Amparo and habeas data in the Philippines in CA-G.R. SP No. 00015 "Judge Florentno vs. Judge Thelma Pinero-Cruz and Lerida Socorro Joson" Administrative case A.M. OCA IPI No. 08-2854-RTJ were DISMISSED by the Court of Appeals of the Philippines. On October 28, 2009 the Second Division of the Supreme Court Dismissed Floro's case. The CA judgment was penned by Associate Justice Conrado Vasquez, Jr., Edgardo F. Sundiam (who later on died of lingering illness due to organ failure on February 3, 2009, a year after Justice Sundiam denied Floro's Writ of Amparo Petition) and Monina Arevalo Zenarosa.

On First Friday, August 1, 2008, Floro filed a taxpayer lawsuit against some Court of Appeals Justices and lawyers in the GSIS-Meralco bribery case. In the indictment, Floro included as respondents Bienvenido Reyes, Apoinario Bruselas, Jr., Myrna Dimaranan-Vidal, Vicente Q. Roxas, Conrado Vasquez jr., Martin Villarama Jr., Edgardo P. Cruz, Camilo Sabio, Jesus I. Santos and Teresita C. Custodio. On August 12, 2008, the Court DISMISSED Floro's Verified Complaint against the CA Justices. On September 9, 2008, the Court DENIED Floro's intervention in A.M. No. 08-8-11-CA "Letter dated August 1, 2008 of Court of Appeals Presiding Justice Conrado M. Vasquez, Jr." The Court on October 16, 2007, DENIED Floro' intervention on the ground of lack of payment of court costs.

On February 4, 2010, Floro filed his own nomination for the post of Supreme Court chief justice, which then-incumbent Reynato Puno vacated upon his retirement on May 17. He attached JBC photos. Reynato Puno on February 8, 2010, issued a 1st Indorsement. On February 4, 2010, GMA News and Public Affairs reported that as clairvoyant Floro, claimed to have predicted the Maguindanao massacre and other phenomena, including the Second EDSA Revolution which ousted Joseph Estrada, September 11 attacks, Typhoon Ketsana, Typhoon Parma and the July 22, 2000 fire which gutted the entire Malabon Halls of Justice including Branches 55 and 56 except the sala of Floro. The Philippine Daily Inquirer reported that in his 26-pages JBC Application, Floro claimed to be a visionary and prophet, who in his 1996 'Angel of Death' published more than 800 impeccable predictions including the angioplasty of Hilario Davide Jr.. Floro also claimed to have the power of mystic levitation, to inflict illnesses and cause accidents and misfortunes upon his enemy. However, the high tribunal excluded him from the list of nominees on February 8, citing his earlier dismissal order. On March 17, 2010, the Court En Banc ruled: "The JBC excluded from consideration, the application for Chief Justice filed by former RTC Judge Florentino Floro (for failure to meet the standards set by the JBC rules)." He nominated himself once more during the 2012 selection of a replacement chief justice for Renato Corona, but was left out along with three other people from the final list of nominees on July 7, 2012. On April 28, 2011, Floro also filed his JBC Application for SC Associate Justice.

On March 13, 2011, Floro filed with the Judicial and Bar Council an application for the vacant post of Ombudsman of the Philippines when Merceditas Gutierrez resigned due to the Impeachment case.

On May 6, 2011, the JBC denied Floro's April 28, 2011 Application to the vacant post of Associate Justice of the Supreme Court of the Philippines. On May, 2011, Floro applied for the position of Ombudsman of the Philippines. However, the JBC excluded his name from the list of nominess.

On June 2, 2011, Floro filed a Letter-Opposition to the Nomination of Conchita Carpio-Morales to the vacant post of Ombudsman of the Philippines.

On June 18, 2012, July 20, 2012 and on August 3, 2012, Floro filed a 33-pages Certiorari petition with the Court and against the Judicial and Bar Council, stating the prophecy: "The Philippines - the JBC-Supreme Court will not be spared!" Floro, also opposed the JBC Application of his classmate Cesar L. Villanueva, who, after several attempts, failed to be appointed Justice of the Supreme Court.

The Judicial and Bar Council in September 2012 included Floro in the final list of applicants for the position of Associate Justice of the Supreme Court of the Philippines.

After graduating basic and intermediate equestrianism (in 1971 at D'Rossa School of Horsemanship under Bert Antipolo at Quinguia, Pinagkaisahan, Makati, beside Forbes Park), Floro bought L'Amour and Wimp's Fancy, an American Quarter Horse. From 1973 to 1983, he devoted almost daily horse riding at Calvario, Meycauayan and Poblacion, Marilao.

Floro was also a regular rider at El Kabayo Riding Stables, El Kabayo Road, The Equestrian Center Membership Club, Subic Bay Metropolitan Authority's Subic Special Economic and Freeport Zone and at North Polo Club (NPC), Big Ben Farm of Atty. Pacifico G. Eusebio, Jr. "Jun" in Tabon, Pulilan. Floro also rode ponies, thoroughbred and pacers at San Lázaro Hippodrome (now located in Carmona, Cavite; it was formerly located at Santa Cruz between the University Belt area and the Manila North Cemetery, bounded by Tayuman Street and Consuelo Street on the south, the Philippine National Railways (PNR) line on Antipolo Street on the north, Elias Street to the east, and Felix Huertas Road to the west which runs parallel to Rizal Avenue; it is now the San Lazaro Tourism and Business Park). Career as spiritual healer and exorcist

Floro's healing hands

Starting August, 1999, at Dahlia, Malolos Heights Subdivision, Bulihan, Malolos, as 'healing judge,' Floro began treatment of thousands of patients suffering incurable illnesses. His methods of treatment include extreme hand heat, 'Touch-for-Health', polarity therapy, holistic medicine and 'therapeutic touch'. More importantly, his palms emit visible mystic and multi-colored lights (in his chromotherapy-photomedicine) when imposed upon the patient's eyes and medically affected body parts. He utilizes alternative medicine, such as herbalism, chiropractic, cupping therapy, Reiki, pranic healing and bio-energy.

As exorcist, Floro has performed casting out and deliverance upon most of his patients who continouly suffer from spirit possession. Specifically he utilizes the traditional "ihip" (exhalation) upon the head combined with water and rosary.

Parapsychologist Jaime T. Licauco featured Floro as spiritual healer in his Book entitled "A Practical Guide to Philippine Healers", 1999 - Inner Mind Development Institute. The Modern Teacher Magazine's Amparo S. Lardizabal, Ph.D. featured Floro "Healing Hand." Floro healed treated her of back arthritis. Lardizabal has been trained in P.N.C., U.P., F.E.U. and Stanford University. She has been Dean of Colleges including Arellano University and University of the East. She wrote:

"xxx A man xxx cannot be both judge and a healer. xxx" .

From 1999 to 2001 (First Fridays), Floro regularly healed at Hospicio de San Jose, using coconut healing oil.

Career as photographer

Floro is a Wikimedia Commons editor-photographer who uploaded more than 1 million pictures (including over 1,700,373, 120,091, 51,312 and 31,553 = 1,903,329 edits).

In 1965, Floro started taking photos using 135 film (which were developed at Escolta Street), Kodachrome and Ektachrome (which were sent to Australia for photographic processing) for his Instamatic. From 1989 to 2004, as amateur photographer he used a $2 Kodak pocket camera at San Juanico Bridge and in his travel photography of Luzon. He also acquired Kodak Super 8 film.

Initially, Floro shared his photos in Flickr in his photography of Luzon. From 1989 to 2004, he traveled to Sagada-Batac-La Union-Banaue, Banaue Rice Terraces-Aparri-Vigan-Pagudpud-San Juanico Bridge-Mambukal-Leyte (province)-Manaoag-Baguio-Tuguegarao and Paoay, sharing his photos in Flickr.

In May 2007, Floro met businessman Romy Miranda regarding coconut oil, coconut charcoal and briquette. Miranda is chair of Filgenuity, Inc. in Sun Valley, Parañaque (a Philippine ingenuity producer of barbecue coconut charcoal products). On 26 June 2007‎, through the assistance of Miranda, Floro's i) first editor "User:Judgefloro" created the Userpage. However, Floro started uploading per the assistance of this editor belatedly on 1 May 2008 when he uploaded his first photo on Commons, the statue of Our Lady of Manaoag. On 6 March 2021‎, due to the COVID-19 pandemic in the Philippines Floro's editor User:Judgefloro took a Wikibreak for alleged health reasons. Floro's contribution per this editor is 1,706,763(total edit count). On May 3, 2021‎, this account was blocked. His last upload was on 5 March 2021.

On November 23, 2008, User:J.smith invited Floro to contribute photos to Wikimedia Commons:

On January 27, 2010, due to lack of computer literacy, Floro asked the assistance of ii) second editor User:Ramon FVelasquez (who uploaded his first photo Our Lady of Mount Carmel Parish Church of Pulong Puhangin Santa Maria, Bulacan). He began using Sony Cybershot DSC-T200 camera. From September 2012, Floro used Nikon COOLPIX AW100. He last uploaded on 10 February 2014, since on 12 February 2014‎ this editor took a Wikibreak for personal reasons. On 29 August 2021‎, the account was blocked. Floro's contribution per this editor is 120,091 (total edit count).

Because of the Wikibreak of User:Judgefloro allegedly for health reasons, Floro on 16 March 2021 was assisted by third editor iii) User:JFVelasquez Floro with total edit count of 51,312. Floro used Canon PowerShot SX620 HS. This editor's account on 29 August 2021‎ was blocked. On 1 December 2021, Floro was assisted by fourth editor iv) User:FBenjr123 with a Total edit count: 31,553. This editor's account on 6 March 20222‎ was blocked.

As nature photographer, Floro worked on a comprehensive range of landscape photography taken outdoors and devoted to displaying natural elements such as landscapes, wildlife, plants, and close-ups of natural scenes and textures, tending to put a stronger emphasis on the aesthetic value of the nature of the Philippines photo:

The chef and food photographer

Starting January 20, 2020, Floro, as cook and modern food photographer (who could not travel outside Bulacan because of COVID-19 pandemic in the Philippines) fully devoted most of his time in home cooking. His daily routine was to buy fresh food ingredients from Bulacan market vendors for homemade and fast food meals, buffets and dishes of the Philippines.

In Floro's food preparation of Filipino cuisine consisting of vegetable (sourced from vegetable gardens in Bulacan, Pampanga and Nueva Ecija), chicken and fish-seafood dishes (sourced from fresh fish at Hagonoy, Pamarawan, and Panasahan, Malolos fishports), he specifically cooked Kapampangan, Bicol and Ilocano cuisine, including Asian dishes in the Philippines.

Floro is a 'spiritual healing Judge', blogger, vlogger, writer, photographer, cockfingting-gamefowl breeder in Bulacan, a horse racing aficionado, equestrian, raconteur, mystic, internet personality and wandering hermit (Ermitaño).

On December 5, 2006 Floro was awarded 'Judge of the Year' by The Times - 'A chilli-hot year for whiny garbage, David Pannick, QC, presides over the memorable legal appearances of 2006.' Pannick, QC is a silk Barristers in England and Wales.

"The award for judge of the year went to Judge Florentino Floro Jr, whom the Philippines Supreme Court sacked for regularly opening proceedings with the statement that he was 'a Bar topnotcher' who passed the 1983 Bar examinations 'with an average score of 87.55' per cent; for changing from blue court robes to black each Friday 'to recharge his psychic powers' as 'the No.5 psychic in the country'; and for claiming to have the assistance of three invisible dwarf friends named Luis, Armand and Angel, who provided him with assistance in court. —David Pannick.

Earlier, or on Monday, 12 June 2006, "David Pannick QC" emailed Floro: "Dear Judge Floro Thank you for sending the material which I read with great interest. Best wishes David Pannick." In "I used to be a judge but I'm all right now . . . The Times – David Pannick QC," The Times reported:

"LUNACY on the Bench is not as common as prime ministers and home secretaries stung by judgments critical of their policies like to suggest. The recent decision of the Supreme Court of the Philippines to dismiss Judge Florentino V. Floro Jr as a judge of the Regional Trial Court in Malabon City because of a 'medically disabling condition of the mind' that rendered him 'unfit to discharge the functions of his office' repays careful consideration by any student of the judiciary. In 1890 Mr Justice Stephen became incapable of acting in a judicious manner by reason of mental illness. And in the 1950s, a High Court judge who lost his faculties was persuaded to resign only when no work was assigned to him. Judge Floro 'may be dysfunctional as a judge' but 'may still be successful in other areas of endeavour'. Especially, of course, as he can rely on the help of those three dwarf friends".

I've been watching this system for 35 years. Every quarter the Judicial Conduct Reporter lands on my desk and I put aside whatever I'm working on to read it. Talk about psychotherapy, sexual harassment, bullying people, inappropriate gifts, ill-advised charitable activities "Judicial Road Rage." These people actually sent their bailiffs out, or called the sheriff, and had motorists whose driving offended them tossed into the hoosegow. Our judges don't seem as prone to things like making decisions by flipping a coin (summer 2003) or falsely claiming to have won the Medal of Honor (summer 1995). Nor do we talk to imaginary mystic dwarfs. Yep. Until today, I would not have considered my lack of involvement with imaginary mystic dwarfs a great achievement, a compliment if someone said, "I've got some issues with Bedsworth; But today I found out the mystic dwarf thing is grounds for removal of a judge in the Philippines. According to Reuters, "A Philippine judge who claimed he could see into the future and admitted consulting imaginary mystic dwarfs has asked for his job back after being sacked by the country's Supreme Court." Wow. I'm too old to use the word "awesome," but I just don't know how else to describe that. As judicial flameouts go, that's Krakatoa. My hat's off to former-Judge Florentino Floro and his ... uh ... staff. This beats the hell out of anything the Judicial Conduct Reporter's come up with lately. And I just love it. I love it because it appeared when I was right up against my deadline. I love it because it makes me feel superior. I love it because I've never previously gotten to type the phrase "imaginary mystic dwarfs." And I love it because the guy is APPEALING! As near as I can determine, he's making this out to be a freedom of religion issue. He says, "They should not have dismissed me for what I believed." Certainly, I can sympathize with that position. The prospect of judges being removed because of their personal belief systems is anathema to all of us. You gotta expect to trudge through a little grief. Looking 10 years younger than his 53 years, Florentino comes across as remarkably lucid. For sure he rambles in a high-pitched tone, often going off on tangents, yet the psychosis the Supreme Court claimshe has is not immediately apparent. Fame, or infamy, clearly is something this otherwise shy man seems to enjoy. He comes to theinterview armed with 300 pages of clippings and court appeals. Though at times in the conversation he bristles at the term psychic, Florentino rates himself as as the country's number five seer. Number one? Ferdinand Marcos, apparently. Florentino says he predicted Joseph "Erap" Estrada's presidential downfall and prayed that present incumbent Gloria Macapagal Arroyo would survive her endless political battles. Looking ahead, he reckons Arroyo's power will end soon and the nation will suffer as a result. (Arroyo was detained at the Veterans Memorial Medical Center on December 9, 2011 and was finally released only on July 19, 2016, a few weeks after Duterte was sworn in as president, the Supreme Court ruled in favor of the dismissal of plunder case against Arroyo, gathering a vote of 11–4.) He'll also have you believe he is a bilocator. Florentino says such powers do not come without sacrifices: "That's in the Book of Revelations,"he adds. That's why I am the Filipino martyr." The evidence from a prior proceeding had indicated, among other things, that he regularly conversed with three spirits: one named Barney, one named Aunt Bea, and a third one, who resembled a smelly old woman, who refused to give her name (to him, that is; none of them testified in court).
