Bourne was special assistant to the President for health issues and director of the Drug Czar during the Jimmy Carter administration. He resigned after NORML director Keith Stroup spread the story that Bourne, along with Hunter S. Thompson and David Kennedy, son of Robert Kennedy had snorted cocaine at a Christmas party in 1977. In 1979, Bourne became an Assistant Secretary-General at the United Nations. After leaving the UN in 1982, he served on the boards of numerous charities. In 1995 Bourne accompanied Bill Richardson to Baghdad for a personnal meeting with Saddam Hussein.
