Moldovans are generally considered to be ethnic Romanians, which live mainly in the Republic of Moldova, where they comprise 76.1% of population according to 2004 census.

According to most people, Moldovans are the same as Romanians, the Moldovan ethnic group being none other but the Romanian ethnic group of the Republic of Moldova. However, despite the same origin and culture, which they share with Romanians, the current communist government of Moldova tries to connect the modern Moldovan national identity with an identification with the country of Moldova, and its separate political history.

After the forceful anexation of Moldova from Romania by Stalin's USSR in 1940, there has been a significant attempt by Soviet authorities to try to create a sepparate identity for the Romanian natives of Moldova, in order to justify the annexation itself. This effort has been largely continued even after Moldovan independence and especially after 2001 when the communist party of Moldova took power.

Despite all this, it is questionable if the 65 year old effort which at times included mass deportations and killings of Romanians, actually succeeded. In the 2004 census, only 33% of the country declared "Moldovan" their national language while the rest of the Romanian population claimed to speak Romanian.

Moldovans represent people of Moldova, either part of Romania or the Republic of Moldova. So in a more logical way to explain the meaning of the word Moldovan is to see a geographical or regional community of the people. Nowadays you can denominate a Russian Moldovan given the fact that he or she being a Russian but born in Moldova. Relation Moldovan vs Romanian could be easely translated into relation Vlach(Timok Serbia)/Romanian, which ultimately refers to the same nation with different names in different regions.
