He currently serves as Minister for Planning, Minister for Lands and Minister for Infrastructure.
Mr Kelly entered the Legislative Council in September 1987 and served until the 1988 election, which his party lost. He re-entered the Council in September 1997 and has served there since.
During his time in parliament, Mr Kelly has served as:

- Minister for Local Government, 2003 to 2005
- Minister for Emergency Services, 2003 to 2009
- Minister for Rural Affairs, 2003 to 2008
