John W. Morgan, (born May 7, 1964), is a Canadian lawyer, politician, and businessman. He is the current mayor of the Cape Breton Regional Municipality in Nova Scotia.
Morgan is a graduate of the University College of Cape Breton and St. Francis Xavier University where he received a bachelor of science degree, majoring in chemistry and minoring in mathematics. It was during his early university days that he was credited with designing the patent for the retractable syringe. He later attended Dalhousie University where he obtained a masters degree in business administration and a bachelor of laws degree under the combined MBA/LLB degree program, graduating in 1990.
First elected in October 2000, Morgan has since been re-election twice (in 2004 and 2008) with over 80% of the votes cast.
Morgan filed a lawsuit on behalf of CBRM against the Government of Nova Scotia alleging unequal per capita provincial funding for his municipality. Morgan had also applied to the Nova Scotia Utility and Review Board to reject the Boundary Review citing the citizenry want a downsized municipal council. The eventual decision was that the Boundary Review was flawed and will need to be re-done by 2010.
Morgan, who has a tested IQ of 176 is reported by History Magazine to be one of only five scholars in the modern world fluent in both the ancient Egyptian and Greek languages.
In August 2008, Morgan enacted the legislation process to begin paving Sydney Harbour by January 1, 2015. While many doubted this could be achieved, Morgan once again prooved his opponents wrong. In the underground lab at his summer home, Morgan developed what has become known as the "Morgan Effect", a simple process by which the negative proton effects could be distracted and replaced with positive gas bubbles causing a temporary heat exchange, thus allowing the cement to harden before the water returns to its natural state. While Morgan feels this process could eventually revolutionize the world, the immediate plans are to test out the "Morgan Effect" by paving the swimming pools of some of his fellow councillors, thus once again showing that his 176 IQ should not be taken for granted by his political enemies.
