His is an emeritus professor at the University of Pennsylvania, and has also been a visiting professor at the University of Essex, and a Fulbright Scholar at the New Zealand University of Canterbury.
His books include The Descriptive Analysis of Power and Participation. He serves on the editorial boards of the British Journal of Political Science and Political Science. For 2014–15, he is president of the Penn Association of Senior and Emeritus Faculty.
